The Entrance marks in Sri Lanka are based on province and location not race .
This is not unusual . In the US most educational institutions use many different criteria to judge the entrance to colleges. There is no uniform standard . some use race and many formulas are used . So using your pol booru analogy the Unites States is also a FAILED STATE .
