Does any sensible person think hat Provincial Council can do anything?
PC is just a talking chamber without executive power and financial support. Why? Look at the extracts from the 13th Amendment to the Constitution
154A.
*.2) The Governor shall be appointed by the President by warrant under his hand, and shall hold office, in accordance with Article 4(b), during the pleasure of the President.
**8 (b) The Governor may, from time to time, prorogue the Provincial Council.
**(c) The Governor may dissolve the Provincial Council.
154G. 7) A Provincial Council shall have no power to make statutes on any matter set out in List II of the Ninth Schedule (hereafter referred to as 'the Reserved List').
State land within a PC
1:3 Alienation or disposition of the State land within a Province to any citizen or to any organization shall be by President, on the advice of the relevant Provincial Council, in accordance with the laws governing the matter.
