1.there are projects will be executed in partnership with the govt.- called national execution
2. There are projects will be xecuted directly by the UN agencies where Govt. give approval to go alone (when Govt. do not have structure to implement it via Govt) where UN agencies will directly execute the projects.
Yes, but most large-scale UN projects are executed with joint partnership with Govt right?....using Govt personnel and other state resources. UN doesn't have adequate resources to make a large scale execution.
Disasters like Myanmar requires national execution, where state should be an obvious party.
This is exactly what the mechanism should be for rest of the INGO's too.
Work with the Govt, and not independently, where both sides can check each other.
Funneling aid solely through INGO's would mean putting all your eggs in one basket!

Still there are large scale projects implemented by UN alone via UNOPS where lot of construction works take place where many enginners, environementalist and other specialists work in SL. But, you are partly correct too. There are areas, UN needs Govt. structures and systems to implement.

THe Burmese junta is completely outside the normal world connections as such their prevention methods, their rescue operations would have been the main cause of large scale deaths!!
Sri Lanka is moving towards the Burmese style Junta! Sinhalese 84% should watch out! |

A coalition of more than 20 national and international nongovernmental organizations (NGOs) today urged the United nations to reject Sri Lanka's bid for the membership in the U.N. Human Rights Council.
In a letter released today the NGO Coalition for an Effective Human Rights Council said We write to urge that your government not vote for Sri Lanka for membership in the U.N. Human Rights Council in the election in the General Assembly on 21 May 2008 because of Sri Lanka s failure to meet the Council s membership standards.
The group said in the last two years, Sri Lankan government forces have been directly implicated in a wide range of serious abuses of human rights, and have failed to ensure investigations and bring those responsible to justice.
abuses by non-state armed groups do not justify rights violations by government forces.
