This is nothing more than a desperate 'ploy' to buy time .. and to give some hope to the 'diaspora' to continue with their financial support.
(As regards a 'Kosovo' type solution .. It is not working too well in Kosovo. Serbians are not prepared to accede to the American backed UN resolution, and Putin of Russia says he will support the Serbians. A number of other important member-countries in UN .. like China and India, are also against the separation of Kosovo from Serbia. UN troops in Kosovo are under 'pressure' from Serbia .. and violence can break out again. If it does, it is un-likely that the US will 'come out' to check the Serbians .. there is a possibility of Russian troops being inducted into Serbia .. and into Kosovo. All in all, there is no clear 'Kosovo' type solution to be seen. It is still 'very cloudy').
