A second incident took place on June 11. Minutes after an LTTE land mine blew up an army tractor, killing two soldiers, angry government troops reportedly massacred over one hundred civilians in the village of Kokkaddichcholai, in Batticaloa District. According to local sources, fifty-six bodies were burned and sixty-seven were buried, while forty people were hospitalized. There are also unconfirmed reports from local sources and international observers that as many as twenty-one women were raped during the attack. Residents of Kokkaddichcholai managed to get news of the massacre to journalists in Colombo, forcing the government to respond with unprecedented speed.

Another account from LTTE-sponsored HRW

http://www.hrw.org/reports/1995/Srilanka.htm

g) Use of Civilians as Human Shields

Eyewitnesses have described government forces rounding up civilians from refugee camps and forcing them to march ahead of government troops into LTTE gunfire or through mine fields. Execution has been threatened of those who try to escape. Such activity violates the requirement of humane treatment for noncombatants and the prohibition of cruel and degrading treatment for such people contained in Common Article 3 and codified as a principal of customary international law in Article 4(2) of Protocol II. It also violates the customary-law principle codified in Article 13(1) of Protocol II that 'the civilian population and individual civilians shall enjoy general protection against the dangers arising from military operations.'

from the early 70s, LTTE had a strict policy of not targeting Sinhalese civilians until 1985.

after Jaffna library burned in 1981, July 1983 violence, Manal Aru violence in 1984 and other attacks by GOSL, no Sinhalese were killed in retaliation.

only after VP's village (Valvettithurai) was attacked in May 1985 with about 70 civilians being killed, VP said enough is enough and ordered the Anuradhapura massare, which was the first time Sinhalese civilians became vicims

This is how east differs to northern theatre..! SLA used human shield to the fullest effect in the east..! In Mannar, they find no skirts to hide thier ugly heads behind..! No wonder even after a year, they still struggle..! :P
