You might not agree but in reality VP does listen to field commanders and other key personnel although he makes the final decision. I don't think anyone to date has lost their life because of not following orders. Many have got demoted and faced stiff punishment.

I think this is required in an environment that does not have written rules and regulations.

Do not worry about Anandasangaree meaning snake in the grass no civilians in the pisswanni only Tamil terrorist scum just kill them how you do it has no relevance.
