Negotiate a peaceful partition before many people die BOTH sides. If you bomb the Tamils in Vanni, the Tamils will deliver those bombs back to the Sinhala south. Simple as that.

If the tamils as a community in Sri Lanka get rid of terrorist elements among them they will not have to suffer like this.
For example Police does not treat any other community like this since those non-tamils do not have terrorists among them.
Tamils them selves are to be blamed for the terror they hide in tamil communites.
