We need to be more 'intelligent' than this in our response to International Organisations (sponsored by Norway), meddling in Sri Lankan affairs. High-protein 'meal-packs' with a long 'shelf-life' .. important for keeping troops fed under 'field' conditions are clearly highly valued by the LTTE. They can be classed as 'dual-use' type .. ideal for troops .. may also be used to feed the civil population.
The whole consignment should have been confiscated, and the NGO concerned duly advised not to send that type 'special-pack' rations to LTTE held areas in future.
(What is the difficulty in provisioning and sending .. rice, soya, mung and milk-powder to the 'needy civil population of these areas ? That is what they would normally consume .. ).
