It appears you missed the point. Instead of trying to address the root causes of the ethnic conflict, your former and current heads of State chose the path of war instead. Of course, otherwise, you wouldn't be here. Neither would Sri Lanka have faced two JVP insurrections resulting in more 60,000 deaths. The issues that lead to the beginning of the war in the northeast are inter-related to the socio-economic conditions in the South also.
