She is coming under the '2% hardcore ' case !

A leading psychiatrist yesterday revealed that ten per cent of Sri Lanka's population were afflicted with some form of mental illness while two percent of these were hard core cases.

The two per cent hardcore cases were in need of support in the form of domestic care and residential treatment at mental hospitals. Director of the Angoda Mental hospital Dr. Jayan Mendis said that human resource is a very important factor in the development of the country.

Mental illness biggest health risk by 2010
Do you get panic attacks every time you are in a chaotic situation? Do you have an obsession to do something repeatedly, like pulling out strands of hair while concentrating on work? Both of these, quite often ignored by most of people, are mild forms of mental illness - which is set to become the number one health risk in India by 2010, a new report says.

National Human Rights Commission (NHRC), which released a report last month on mental health, morbidity on account of mental illness is all set to take over from cardiovascular diseases as the number one health risk in India in the next two years.

The National Institute of Mental Health and Neuro-Sciences (NIMHANS) further says that over 20 million Indians suffer from serious mental ailments and 50 million more from milder forms.

Thus, a shocking 70 million people suffer from mental ailments and yet, 50-90 percent of them are not able to access corrective services. Awareness of mental health, experts say, is just not enough

Chr tien, Broadbent brokering possible coalition: reports

Former Liberal prime minister Jean Chr tien and ex-NDP leader Ed Broadbent are reportedly talking about a potential coalition between the two parties, a day after the minority Conservatives delivered their first fiscal update since re-election six weeks ago.

The Canadian Press cited a senior NDP official as saying negotiations began Thursday soon after Finance Minister Jim Flaherty revealed the government's economic plans.

All three opposition parties the New Democrats, Liberals and Bloc Qu b cois have criticized the plan for not including a stimulus package to help boost Canada's slumping economy. It also contains a proposal to save money by cutting public subsidies for political parties and selling government assets.

According to the Canadian Press, the official says NDP Leader Jack Layton asked Broadbent to call Chr tien with hopes the two elder statesmen might finesse a deal for the two parties to defeat the minority government and form a coalition with support from the Bloc.

The NDP official, who spoke on condition of anonymity, says the two former leaders spoke at least four times and will continue talking Friday.

The news agency also said an unnamed Liberal MP confirmed the talks were going on, and said Broadbent was having a morning meeting with Layton.
Tories defend mini-budget

Speaking to CBC News on Friday morning, Foreign Affairs Minister Lawrence Cannon didn't respond to reports of coalition talks but reiterated that his party won't back down in the face of opposition.

'We have come forward with our plan, with our fiscal and economic update and whatever happens we'll see what happens, but this is our position,' said Cannon.

'We are willing and ready to defend that position no matter the outcome.'

He defended the lack of a stimulus package, saying Canada was 'ahead of the curve' thanks to Conservative measures such as lowering the GST.

Flaherty's mini-budget proposes strict limits on federal spending, bans public-sector strikes through 2011 and denies federal parties about $30 million in annual funding.

Under the mini-budget, the government would also sell $2.3 billion in government assets and save another $2 billion by placing salary controls for public servants, MPs and senators.
Vote on package goes Monday

Cannon said the plan is indicative of the Conservatives' approach to 'lead by example' and ensure everyone is living 'according to our means.'

The House of Commons is scheduled to vote on the package on Monday. If the opposition parties oppose the Conservative motion, they could topple the government and then request that the Governor General allow them to form a coalition government.

The Liberals were second in the Oct. 14 election with 77 seats to the Conservatives' 143, and would require the support of both the Bloc and New Democrats to form a coalition.

The Bloc holds 49 seats, the New Democrats have 37 and two MPs are Independents

Even this figure of 0.1% of HIV infected persons seems to be under reported !

Dec 01, Colombo: Sri Lanka National AIDS Prevention Unit says that a cumulative total of 1,129 HIV cases has been recorded in the country by the end of September 2008. However, an estimated 4,000 HIV positive persons are living in the country currently.

Of the identified patients 432 are female and 597 are males. Thirty one of them are children. Among them 281 have come to AIDS stage and 180 of them have already died, said the AIDS Prevention Unit. The highest number of HIV positive cases has been identified from Western Province.

Up to May 2007, a total of 872 patients had been diagnosed as HIV positive, of whom 220 had developed AIDS, and 162 had died. In 2007, fifty thousand persons underwent the blood tests for HIV in Sri Lanka.

According to the UNICEF figures AIDS affects less than 0.1 percent of the general population and despite the decades of conflict and fighting the country still has a low HIV prevalence rate.

However, AIDS activists say the HIV positive cases are underreported and the figures could be higher as more people were displaced from their homes in the North and all the conditions are there for an AIDS epidemic.
