Whether TN is the wealthiest state is not the question. Question is whether it can support LTTE bypassing Delhi. Obviously not because (I believe) central government can dismiss TN government and takeover if it tries to act on its own. That is called taking orders from Delhi no matter whether it is Sikh or hardcore Hidhu in charge there...
