The government said yesterday that LTTE Leader Velupillai Prabhakaran could contest elections in the country if he gave up arms and entered the democratic mainstream.

Speaking at a media briefing, Foreign Minister Rohitha Bogollagama said that, just as President Mahinda Rajapaksa had welcomed Pillayan and Karuna -- both former Tiger leaders --, into Sri Lankan politics, a path would be paved for Prabhakaran to hold a key position in the North if the people elected him: The government will not hinder Prabhakaran s entrance into mainstream politics. If he lays down arms and wants to contest an election, he is most welcome to do so, said Mr. Bogollagama, at a media briefing held soon after his discussions with the diplomatic community.

However, Mr. Bogollagama said, Prabhakaran would have to face the legal obstacles if he surrendered, as there was an outstanding sentence of 200 years imprisonment against him and India held him responsible for the killing of former prime minister Rajiv Gandhi. If Prabhakaran can get a pardon for all his brutal acts, he can contest an election in the North. After all, the LTTE is a recognized terrorist outfit, internationally, said Mr. Bogollagama.

President Rajapaksa, while celebrating the third anniversary of his becoming President, yesterday, once again called on Prabhakaran to accept defeat and lay down arms, in order to go for talks. President Rajapaksa had also conveyed these sentiments to the diplomatic community through Mr. Bogollagama, the latter said.

The President, in his message to the diplomats, had further said that the capture of Pooneryn had been a significant milestone in the current military engagement in the North and that, with its capture, the smuggling of arms and ammunition from South India by the LTTE would be reduced. The LTTE have continued to use the North Western coast to smuggle arms and ammunition from South India. In this exercise, the LTTE have used the cover of Indian fishermen who have been straying into Sri Lankan waters. There have been many instances where the LTTE have deliberately shot Indian fishermen and blamed the Sri Lankan Navy. With the capture of Pooneryn, we can expect a significant reduction in the smuggling activities of the LTTE across the Palk Strait, said Mr. Bogollagama.

Meanwhile, the minister also said that civilians from Jaffna could travel to the South along the A-32 road and humanitarian assistance and aid would be transported along this route in future.
