Tamil Tigers building up capacity for arms shipments
What purpose will this serve? When SLDF is rapidly advancing on the LTTE areas this will likely be ineffective sooner or later these areas will be captured..

'Freshly created' - i.e. new, untried, conscripted and demoralised cadres against better armed, battle hardened and motivated troops with regular supply lines..

Are you joking ? It is cheaper to fill a crater with cements than go to Killinochchi or Mullaitheevu and bomb these strips hundred times. Rethink again who are the fidiots. :))
You can not just fill the crater on a runway with cement. You have to dig the whole thing out and pack the ground below as explosion shock waves disturbs and loosens the ground below the crater. If you just fill the hole with cement all you get is a bunch of lose crater sized inverted cement cupcakes :)
