I did read up your posting. To me the essence of your question is whether armed groups without official power have the power to punish?
Legally no. Morally - if they have the authority - through their higher earned status and/or through unjust punishment by those in power, it is better they leave the punishment to Natural Justice for otherwise they may over punish and bring some of that back on to themselves. But to the extent they do not go over their limits they are not wrong.

Poverty in the state had dropped from 51.7% in 1983 to 21.1% in 2001, wealthiest state of India next to Punjab. Tamil Nadu now has a 69% reservation in educational institutions, the highest among all Indian states
