Sri Lanka is a highly overpopulated island. The North-West is almost uninhabited and can be turned into a productive agricultural region as during the Anuradhapura period.

Moreover, the debts incurred by SL due to the war runs into billions and the lenders do not wait.

The area needs a highly disciplined set of dedicated farmers . A military like approach is the best. It might be interesting to see whether the SLA can provide the necessary man power.

You think it will really affect the course of the remainder of the campaign?

SLA/GOSL should establish Soldier villages in MAnnar - agricultural areas.

there are retired soldiers.
