Why are there four Advanced Tech Centers in India compared to only 3 in Sorrylanka ?

Sri Lanka for 20 million has three centers.
India for one billion people has four centers. |

My cousin worked in VIrtusa Chennai & has now gone to Virtusa USA !
he has told stories abt the ' English' Capabilities of Sinhalese there !
