Buying loans at higher interest rates to pay off old loans !

Sri Lanka on Tuesday invited proposals for a $300 million syndicated loan with a maturity of two years or more to fund a raft of infrastructure projects, the central bank said.

'The government of Sri Lanka now plans to raise 32 billion rupees ($300 million) by way of a syndicated loan in US dollars or any major reserve currency from international markets,' the central bank said in a statement.

The bank said the loan could have either a floating or fixed interest rate.

Sri Lanka has so far borrowed approximately 65 percent of its parliament-approved borrowing ceiling of 708 billion rupees, the bank said.

'The funds would be used for financing of the ongoing infrastructure projects. With this additional borrowing, the government is of the view that there will not be any further need for foreign currency borrowings this year,' the bank said.

The central bank also expects the debt-to-GDP ratio to be at 78.5 percent by end 2008, compared to 85.8 percent in 2007.

The central bank invited proposals from selected banks to act as lead manager of the loan.

Rating agencies have voiced concern the Central Bank was taking too many commercial loans at high rates.

Analysts have also said the bank is continuously financing its debts by offering new debt issues at increasingly higher rates, raising questions about the sustainability of the policy.

Last month, Sri Lanka sold $60 million of two-year dollar development bonds at 6.0744 percent to repay investors holding two-year bonds that were due to mature on Sept. 22.

On June 23, Central Bank sold $230.3 million worth of two-year Sri Lanka Development Bonds (SLDB) to repay loans after the central bank borrowed $150 million through a syndicated loan in the same month

Oct 8 (BL) At the moment, LTTE leader Velupillai Prabhakaran lives in one of several underground bunkers in Mullaitivu, which are all interconnected via tunnels. Well informed sources said that Prabhakaran pays his last respects to his dead comrades from these bunkers, but pro-LTTE websites claim that he goes to where the bodies are kept. However, this is not true. Prabhakaran had summoned only a few leaders such as Theepan, Banu, Luxman, Pottu Amman and Soosai to his bunkers
