Daunt,
yep... it has come to the stage where total destruction is not needed... just the threat of instant fiery death from above is enough to push the poor civilian hostages to rebel against their captors. The SLAF has proven beyond any doubt that they can hit wherever, whenever and however they feel fit. One FAE would have flattened that building it it was needed but look like they used low yield bombs. I am sure the planners want the buildings intact so GOSL admin can begin the welfare of the poor Civilians as soon as it's safe to do so.
Can't be wasting diaspora money like that no.... :)

William Hague on UK Tamils

William Hague, the British Shadow Secretary of State for Foreign Affairs, has said Britain is very conscious of the strong feelings and concerns of Britain s Tamil community with regard to the conflict in Sri Lanka.

A statement from the British Tamil Forum quoted the British MP as saying this in a release he had issued for the annual conference of the Conservative Party in Birmingham on Monday. The conference, titled Fringe Event, was organised by Tamil members of the Conservative Party in conjunction with the British Tamils Forum.

'My colleagues and I are very conscious of the strong feelings and concerns of Britain s Tamil community with regard to the conflict in Sri Lanka and the unfolding humanitarian crises in the northern part of the country. The recent escalation of violence in Sri Lanka is deeply concerning, the MP had said.

William Hague had noted that the only way forward in the conflict was a negotiated settlement that satisfied the concerns and legitimate aspirations of all Sri Lankans and preserved democracy in Sri Lanka.

I wish the Tamil community in Britain every success,' he had concluded, in his statement, according to the British Tamil Forum.

Recently British Minister Lord Malloch Brown had also met the Tamil community in Britain to hear their concerns over the situation in Sri Lanka.

How can a terrorist group run a civil administration

well it sorta works like this...
they start pretty early... with children...
8+ and you can be a proud LPTE with your own Cn capsule and assault weapon... If you're a woman without big bo0bs... no need to feel upset...LPTE engineers have come up with bo0mb enhancing C4 bra-kit..
one time use only but it comes free...
All civilians get to take part in military training.. and they have a chance of being a super LPTE auxiliary cadre with their own set of bata slippers...
the list goes on but this is how they have a 'civil' administration :)
