Can you tell me what is in the 13th amendment?
13th number is a bad number and more fighting in near future. |

People think why Sinhalas can not live in North and East. As individual migrantion no one cared, there were many Sinhalas lived in Jaffna before war, i remember a Sinhala speaking Mechanic had a shop in my village and he was well respected.
Him and other Tamil guy had the best Mortocycles then and they will show us tricks etc.
The Problem with colonization is it forcefully chase Tamils from their livlihood and then colonize it with criminals and thugs who attack the Tamils in the area.
The it had a hidden agenda to populate Tamil areas with Sinhalas to change the demographic to Sinhala majority. It was aided by the Same state which supposed to protect the Tamiils also.
We all know what happened in Mahawelli project. |

What Sri Lanka need in 21st century is a low cost administrative system that delivers goods to all communities.
First you have to get rid of the Jambo cabinet. |

Today when the 13th Amendment and the ancilliary Provincial Councils Act are once again being touted by New Delhi sources as the step forward towards the resolution of the conflict in the island, it is opportune to revisit that which was said in 1988.

I recently saw on TV an interview given by the President to the BBC?s new correspondent in Colombo. He reiterated that -
'I will give them a political solution'.
What was frightening in that interview was the fact that to Mahinda 'Tamils and tigers' were co - terminous.
He was boasting that he was sending medicine, fuel, food etc to the tigers but in reality those are being sent to the Tamil people.
The Govt for propaganda purposes emphasises that the Tamils and tigers are two distinct entities.
But in practice this regime targets Tamil civilians in a way that has never been done before.
The executive President's inability and/or unwillingness to draw a distinction between Tamils and tigers shows where the fault lies.
This mindset is dangerously similiar to that of Sinhala ethno- fascists who maintain that Tamils have not been deprived of any rights and therefore have no problems.
What we have is a 'terrorist' problem they say. A 'terrorist' problem needs no political solution but only a military solution they argue.

The 13 amendment will not do any of this. What this does is duplicate the system increasing cost and holding power at the center without with no proper responsibility or accountability.
To achieve what your implying: other than key area's like Defense without Policing, Foreign Affairs & Trade, Health and Education should be given control to the PC. But that is not the objective here but to hoodwink everyone.
The Police, all Hospitals, all Schools all other administration should come under Provincial councils. Local roads should come under Local Government. Major roads Highways under RDA. Local trade under Councils. Gramasewak's should come under Local government.
The administration should be lean and cost effective with the maximum use of technology.

This is a Federal type of govt that your describing and you should be dreaming if the south would agree.
But if they can achieve this then each region could act on its strength and increase its GDP to its potential, Different race will be able to cherish its cultures and there will be real beauty in diversity.
But politicians will lose a fortune in corrupt revenue and they will never allow this to happen.
