How?
Extremists of both parties will not be affected by this but the moderate Tamils will be affected as they have to work within the system created and people appointed by corrupt politicians in Colombo.
Unless you have control the system will not work. Example: The current parliamentary system, Ranil with best of intention tried to solve but what did Chandrika do? Was that decision in the interest of the country and people or plain politics?
13th amendment was required due to the policies of extremist Sinhalese leaders and the demands of extremist Tamil politicians.
What Sri Lanka need in 21st century is a low cost administrative system that delivers goods to all communities.
Devolution of power to the 1% extremist will not bring peace and freedom for Sinhalese, Tamils and Muslims. Power in the hands of fools means nothing.
Devolution of power to the brightest non-extremist Sinhalese, Tamils & Muslim will bring long lasting peace & freedom for all Sri Lankans.

Check out the Sinhala extremists who chase the Tamils out of their livelihood and colonize Tamil areas with Sinhala thugs

What is Sinhalese extremism? What does it demand?
Their demand is 'Make sure the war goes on so we can make money'. The country and its people can go to hell. As long as the war is on all their corruption will not be questioned and they can get rid of anyone and blame the LTTE for it. This will assure their clandestine operations will go on unabated. |

They are demanding that they will dictate what we could have or could not have. That is a pure extremism! |

they started settling Sinhalese settlers from south in parts of East where Tamils were evicted since 2006. It is time LTTE guerrilla units carry out humanitarian operation there in the East, and not rely on any IC to get their lands back

The 13 amendment will not do any of this. What this does is duplicate the system increasing cost and holding power at the center without with no proper responsibility or accountability.
To achieve what your implying: other than key area's like Defense without Policing, Foreign Affairs & Trade, Health and Education should be given control to the PC. But that is not the objective here but to hoodwink everyone.
