The 13th amendment which introduced the provincial council system is a devolution disaster. The Provincial Councils system did not devolve power in a meaningful and effective manner. Neither has it helped solve the ethnic problem. When it was presented to the LTTE as a power-sharing formula under the Indo-Lanka accord of 1987, the guerrilla movement rejected it wholesale. In a statement, the LTTE said, ?With Presidential authority exerting rigid control over the functions of the Provincial Councils (PCs), the powers accorded to Parliament to amend or repeal the chapter pertaining to the PCs make this ?devolution package? a mockery.?
I am sure if an ad hoc survey is conducted in the Western Province or any of the provinces where the system has been implemented, 70 per cent of the people will say they do not know who the province?s chief minister is or the governor is. I have conducted such polls in several small gatherings and obtained similar results. The pathetic picture shows that the provincial council system has little impact on the people. Though the system was introduced to solve the ethnic crisis in the north and the east, it does not operate in those areas. In other areas, the councils have become white elephants with provincial-level politicians enjoying all the perks while a confused people get very little benefits from them.
The government?s lack of progress or interest in devolving power to the regions means that Sri Lanka?s problems are sure to continue. It is in this milieu we prepare to celebrate the 60th anniversary of the country?s independence on February 4. Has it got any meaning? |

why did MR and his brother sacrificed so many youths in the name of WAR ? |

MR & co got two terms to play with.. They will make loads of money so that they won't end up with 7/11s again..!! So who cares.. sacrifice young lives for their noble cause.. LOL

I hope they plant this kind of letter on every cadre, that will help the morale of our solders. We might even not have the time to read all the letters, considering the number of dying child and female carders. |
