DVLDV:
You are complaining that few parties were not in the APRC. No one prevented anybody from participating in the APRC. If they really wanted to mold the political settlement, they should have been a part of APRC. Certain parties decided to stay away from APRC and the blame should lie with them. |

Sri Lanka Army in Jaffna blocked Jaffna - Point Pedro Road for more than 3 hours Monday morning to transport dead and wounded soldiers in two vehicles from Naakarkoayil frontline where an artillery duel and direct clash was reported in the early hours of Monday. Meanwhile, truck loads of military hardware were transported from Palaali military base to SLA positions in Naakarkoayil through this supply route. The stepped-up clashes and the renewed preparations come following a top-level meeting by Sri Lankan military officials at Va'rani 52-4 Brigade HQ on Sunday, sources in Jaffna said. In the meantime, LTTE Northern Forces Command put the SLA casualty figure at 3 dead, 13 wounded.
The Tigers further said their Col. Kiddu Artillery Brigade and Lt. Col. Kuddi Sree Mortar Brigade mounted a moderate level of artillery barrage on SLA positions to counter the SLA attack.
The SLA ground forces that attempted to advance were unable to cross the no-man zone between the LTTE and SLA forward defence line in Naakarkoayil, the Tigers said.
There were no LTTE casualties in the confrontations at Naakarkoyail on Monday.
However, the SLA claimed fifteen 'LTTE terrorists' were killed and more than 30 wounded in the clash at Naakarkoayil.

A joint statement signed by the Prime Ministers of the United Kingdom and India, at the UK-India annual Summit held in New Delhi on Monday, said they agreed that there is no military solution to the conflict in Sri Lanka and urged the Sri Lankan government to put forward a credible devolution package as a key contribution to finding a political settlement acceptable to all communities within the framework of a united Sri Lanka. The joint statement, discussing a range of international issues, also said that the UK reaffirmed its firm support for India?s candidature for a permanent membership in an expanded United Nations Security Council.
The joint statement further said that the both countries agreed on the importance of more representative and effective international institutions to address global challenges.
The UK delegation led by Prime Minister Gordon Brown and the Indian delegation led by Prime Minister Dr Manmohan Singh, agreed that a reformed UN Security Council that better reflected the realities of the 21st century would enhance global cooperation and security.
The two sides also agreed to intensify practical cooperation in the fight against terrorism, both through bilateral channels and in multilateral forums.
Both the countries noted with satisfaction the growing partnership between India and the EU.

This is what an original participant Dr.V.Karunaratne had to say.
This is nothing more than one step forward and ten steps back! True, it was a step forward 20 years ago, when not even parity of languages considered seriously.
This is not true.
No one prevented anybody from participating in the APRC.
Participation was by invitation. TNA was not invited. Which said what Tamils think does not matter we are going to do what we want like the constitution.

You re just making nonspecific rhetoric. Spell out the practical details:))
Shall write when time permits...
The first step should start from the bottom level of administration - Local Government.
Local government structure needs to be restructured and managed professionally as it is the first point of contact to public.
Local Government Councils should have professional administrative structure. A general manager(a professional) and few directors for subjects like Engineering, Planning & Development and Community Services. Every council should have few engineers doing subjects like Construction, Traffic, Water & Waste Water Management.
Lack of engineering input is one of the main obstacle for development of Sri Lanka.

As a part of the solution, central govt must reduce its size to 1/4 of the current size with less than 20 ministers. Otherwise, half the population is required to run these local and central govts. |

Peacemaker,
Sounds good and interesting. Have a look at the responses. Regi's is a negative attitude. That 1%, you have mentioned, has been successful in inducing those feelings in the minds of rest of 98%.
Other 1% is the people like EElamaya, who has no clue. All they can do is repeating the borrowed words from someone's vocabulary and go on and on with them.(These words are carefully selected so that they make a sense similar to the dirty history of the west, full of racism and violence, which today preaches us with all sorts of bana) However, these people are definitely hopeless and can be excluded from any solution and neglected. That's a silver line in a dark cloud. |

urged the Sri Lankan government to put forward a credible devolution package
World keeps demanding this. Sinhala modayas will never deliver it. T
The world then decides in its own. Kosovo-like solution will happen and the State of Tamil Eelam will be established. Sinhala Modayas cannot stop it happening!
