APRC `approves` 13 amendment in Sri Lanka

Can someone shed some light as to what the 13th amendment is all about? Not that it will make any difference to the current stalemate that SL is enjoying.
The 13th amendment as such allows for the existence of provinces that are governed by 'Chief ministers' who are elected by the people of the province. It's good on paper because, it gives the illusion of devolution of power to the provinicial level.
To the layman it seems as if the people elect a chief minister and various other ministers and they run the province according to the wishes of the people in that province.
Just one problem.. The 'Chief minister' and all the other elected ministers in the province will hold no real power. The power will be in the hands of the president, and he'll appoint a 'governer', who'll effectively oversee how the province is run. The governer has to approve the 'chief minister', and even if he does approve someone the people actually want, the chief minister and every other elected ministers role is limited to simply 'advicing' the governer.
The governer of course is chosen by the president at will!
SO what the 13th amendment effectively does is give complete power to the president and president's lackies.. and gives the elected provincial ministers nothing more than an opportunity to sit tight and look pretty!

This is a Federal type of govt that your describing and you should be dreaming if the south would agree.
The problem here is why we need devolution? We need devolution of power to develop Sri Lanka, serve the population effectively and improve the living standards of everyone.
If we say devolution is required to satisfy the political aspiration of Tamils, then we loose credibility of devolution. With honest intensions this idea can be sell to the Sinhalese majority easily.
But if they can achieve this then each region could act on its strength and increase its GDP to its potential, Different race will be able to cherish its cultures and there will be real beauty in diversity.

must be the same guys who killed 33 civilians??

The Supreme Court yesterday ruled that the Local Government elections in the Eastern Province should be held. 'Elections must go on. The Supreme Court never stopped any election,' Chief Justice Sarath N. Silva said after hearing the application filed by the Ilankai Thamil Arasu Katchi seeking to declare void the nominations gazetted to hold the Local Government polls in the Eastern Province.
The Chief Justice said that if candidates needed security they should speak to the Area Commander of the security forces or the IGP. If the request for security was not granted, the Supreme Court could be consulted.
The Ilankai Thamil Arasu Katchi had complained of violence in the Eastern Province and a possible intimidation of electors.
M. A. Sumanthiran, Counsel for the petitioner, withdrew the fundamental rights violation plea of the right to franchise but reserved the right to file a fresh petition if the security needed is not provided to his client.
Senior State Counsel N. G. Pulle said that the Minister who had gazetted the notice of nominations is not made a party hence the petition could not be maintained.
The Bench comprised the Chief Justice Sarath N. Silva, Justice C. N. Jayasinghe and Justice Saleem Marsoof.

Ambassador Jayatilleka elected Chairperson of the IGWG of UN Anti-Racism Conference
Sri Lanka's Ambassador and Permanent Representative to the United Nations at Geneva, H.E. Dr. Dayan Jayatilleka was elected by unanimous acclamation as the Chairperson of the Intergovernmental Working Group (IGWG) on the Effective Implementation of the Durban Declaration and Programme of Action.
Ambassador Jayatilleka's candidature was presented by the Asian Group, on the initiative of the African Group and supported by the Latin American Group (GRULAC).China introduced the nomination, which was seconded by Egypt on behalf of the African Group.
The Commission on Human Rights resolution 2002/68, created the IGWG to follow up on the implementation of the Durban Declaration and Programme of Action of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, held in South Africa in 2001. The mandate of the IGWG is to: '(a) Make recommendations with a view to the effective implementation of the Durban Declaration and Programme of Action (b) Prepare complementary international standards to strengthen and update international instruments against racism, racial discrimination, xenophobia and related intolerance in all their aspects.'
The IGWG has devoted an important part of its mandate to discussions on the following questions: (i) are there gaps in the legal framework for countering racism, racial discrimination, xenophobia and related intolerance (ii) if so, how are they to be filled and by what?

Clamour to join NDF in Monaragala

A large number of young men and women, in Buttala and Tanamalvila, were volunteering to join the National Defence Force in the Monaragala District, determined to provide security to the civilians of the villages and assist in tracking down the LTTE cadres who had blown up a bus and killed many unarmed civilians in the villages close to jungles in the district, DIG Uva Province H. N. B. Ambanwala told The Island yesterday (21).
He said interviews were being held in Monaragala to recruit persons for the National Defence Force but declined to comment on the number to be recruited for security reasons.
A villager of Telambugolla, who had taken his gun out and started shooting in all directions, shouting that terrorists had come to the village, was arrested by the police yesterday, he said.
The man had been trying to frighten the villagers by raising a false alarm. Several police posts had been put up in vulnerable villages of the district and all security measure were being adopted to prevent any terrorists infiltrating the area while villagers living in areas close to the jungle were issued with guns for self defence he said, Police were also deployed with the Army Special Force detachments that were trying to track down the terrorist group believed to be hiding in the thick jungle covering a large area of the district he said.
