The bottom line is, you can't lump all terrorists together. And I think we've got to do a much better job of clarifying what are the motivations, the raisons d'être of terrorists.?

?I mean, what the Tamil Tigers are fighting for in Sri Lanka, or the Basque separatists in Spain, or the insurgents in al-Anbar province may only be connected by tactics. They may not share all that much in terms of what is the philosophical or ideological underpinning.?

A very good move. I am not sure if this has any strategical importance in terms of ongoing military operations. However, this move will certainly give some psychological advantage in terms of international relations. This will indicate GOSL's determination to hunt Eelamists to the so called IC and will attract countries with similar interests while keeping those wolves in sheep skins like Norway and UK at the bay. Good move, as long as they manage to find the right balance.
