Sri Lanka President says LTTE is not behind Colombo bombings

Sri Lanka President Mahinda Rajapaksa today said that recent bomb blasts in Colombo may not be the work of the Tamil Tigers, but claimed that some `other group` who has political and business interests, may be behind it.

In a meeting with heads and editors of the Sri Lankan media this morning at Temple Trees, the President said, `It is not like the LTTE to set off bombs to cause only a huge sound and no casualties.`

`Why should they risk their men to plant these `dumb bombs` when they are used to causing huge casualties,` he asked.

The President also said he believed several `other groups` may be behind the spate of violence. Two people were slightly injured in two blasts in Colombo City few weeks ago.

APRC `approves` 13 amendment in Sri Lanka

The political parties that attended the All Party Representative Committee (APRC) unanimously agreed for a political solution, a member of the APRC said.
Minister Dr. Rajitha Senaratne, who represented United National Party (UNP) Democratic Wing, said the body agreed that the 13 amendment for the constitution as the best solution.

Even the Sinhala nationalist Jathika Hela Urumaya (JHU) agreed to establish separate Provincial Councils (PC) for the north and the east, he said.

Red alert over Tigers in Tamil Nadu

A red alert has been sounded over the Liberation Tigers of Tamil Eelam (LTTE) in India, particularly Tamil Nadu, following a warning from the Interpol, days after US intelligence agency FBI listed the Tigers as the most `dangerous outfit and deadly extremist group in the world`.

`This is not just because of the FBI statement. We have realised that the LTTE infiltration has increased, at least by three times, in the region. They also seem to be developing networks for communication besides discretely raising money and support for their plans,` a senior intelligence officer said.

The arrest of seven Sri Lankans, including an LTTE intelligence member, last week was one such plan thwarted by the Chennai Q branch. They were gleaning information on Varadaraja Perumal, leader of rival group Eelam People`s Revolutionary Liberation Front, who has been in India as he was on the LTTE hit list.

Sri Lanka Devolution panel`s mandate curtailed

Sri Lanka will hold large-scale civilian and military independence day celebrations in the capital next month despite fears of Tamil rebel attacks, officials said.

Security will be increased further ahead of the 60th Freedom Day on February 4, with 4,100 extra security personnel bolstering thousands of police and soldiers deployed in and around Colombo, public administration minister Karu Jayasuriya said.

`Cultural and sporting events will also be held in addition to the main event in Colombo,` Jayasuriya said, adding that armed forces will provide major security support.

The extra security follows the collapse of a moribund 2002 truce between the government and the Liberation Tigers of Tamil Eelam (LTTE) this month and a surge in fighting in northern areas of the country where the guerillas run a defacto state.

Five countries issue travel ban on Sri Lanka.

The country`s tourism sector, which is already in dire straits, was dealt yet another severe blow after at least five countries issued strict advisories against their citizens travelling to the war-torn island, owing to the prevailing fear psychosis.

Australia, Germany, the United Kingdom, Canada and Russia late last week updated their travel warnings in the backdrop of back-to-back bomb blasts and other sporadic violence-related incidents occurring in almost all parts of the country.

Some of the countries which warned their citizens against travelling to Sri Lanka were the main sources of tourism to the island.

Tigers deploy snipers to confront SLA troops in Mannaar
Tuesday, 22 January 2008 - 11:10 PM SL Time
wounded Tuesday morning when Liberation Tigers Operations Command in Mannaar deployed Tiger snipers to confront advancing SLA troops in Paalaikkuzhi. The SLA movement was repulsed without LTTE casualties, the LTTE command in Mannaar told media.

The SLA ground movement launched at 6:30 a.m. towards Paalaikkuzhi was thwarted around 9:30 a.m., the Tigers said.

A heavy fighting ensued between the Tigers and the Sri Lanka Army Monday night. At least 8 SLA soldiers were wounded in the fighting that had lasted till midnight.

Army kills LTTE area leader

Troops killed the LTTE Tenmarachchi area leader Kengan at Kaithadi, Jaffna on Sunday.

Military spokesman Brig. Udaya Nanayakkara said that Tenmarachchi leader known as Kengan had been shot around 4.30 pm during an LTTE attack on troops at Kaithadi North, Jaffna.

A group of soldiers conducting a search operation had come under LTTE attack which the troops successfully countered.

The attackers had retreated leaving behind two bodies. One of them was of their slain leader, Brigadier Nanayakkara said. Later, arms and military equipment were recovered. Among the recovered items are a suicide jacket, a T 56 rifle, pistol, one GPS, a mobile phone, a FM radio and a stock of live rounds.

Blackout due to `current transformer` explosion

The power failure experienced between 5.55 a.m. and 7.00 a.m. yesterday was due to the explosion of an instrument called `Current transformer`, a high volt device, at the grid sub station in Kolonnawa, a senior Engineer of the Ceylon Electricity Board said yesterday.

He told The Island the cause of the explosion was due to an internal failure in the equipment itself and he termed it normal. The explosion is similar to the noise emitted by an exploding bomb.

He added that number of areas experienced power failures due to it as many high tension lines of hydro power systems collapsed.

He also said that they had experienced similar problems last year in Kelanitissa, however, the impact was less on those occasions because it took place at late night.

Sinhala cinema and Film Corporation celebrate anniversaries

Several programmes are on the cards to mark the 61st anniversary of the local cinema industry and the 36th anniversary of the National Film Corporation.

The Sri Lankan cinema commenced with the screening of the first film `Broken Promise` in the year 1947. Dr. Lester James Pieris turned a new page in the Sinhala cinema with the production of the film `Rekawa` without being dependent on Indian films. The National Film Corporation made an immense contribution to the industry. Many local films came in for international acclamation during this period.

Colombo North clean-up to meet security challenges

A huge clean-up programme was inaugurated in the Colombo North area yesterday initiated by the officer in charge of the Modera Police, CI Prasad Siriwardane.

Over 500 volunteers participated in this clean-up programme which covered all the roads and by-lanes in the Bloemendhal, Modera and Matttakuliya areas.

All roads and lanes were cleaned of debris and other garbage in order to provide easy identification of any suspicious articles.

The clean-up of the Mattakuliya area was coordinated by OIC Mattakuliya Police IP J. P.M.C. Jayalath.

At a discussion prior to the clean-up, CI Siriwardana highlighted the need for roads to be cleaned of garbage and other obstructions which could be used to conceal explosive material. The support and cooperation of every resident is crucial, Siriwardane added.

Indian Mayor claims London-based Tigers demanded Rs 10 million

K. Selvaraj, the newly appointed Mayor of the textile hub of Tirupur, near Coimbatore, has filed a police complaint saying LTTE cadres have threatened him and are demanding money, according to an IANS report carried by Khaleej Times.

Selvaraj on Friday said he has been receiving several threatening calls on his mobile phone from London from 8.20am onwards. The callers have been demanding Rs.10 million for the `Eeelam cause`

The Tamil Nadu police has begun searching for cadres of Sri Lankan dissident outfit, the LTTE, across the state following reports that many have fled to India in view of stepped up action against the group in the neighbouring country.

Indian shares hit by global fall

Share prices fell sharply on Tuesday at India`s two main indices, amid fears that a recession in the US could lead to a global economic slowdown.
Mumbai`s main Sensex stock index fell 9.8% within minutes, triggering an automatic one-hour halt in trading. It recovered to close 4.97% down.

The rival National Stock Exchange closed 5.9% down.

Finance Minister P Chidambaram urged Indian investors to `remain calm` and ignore the turmoil in Western markets.

`There`s no reason at all to allow the worries of the Western world to overwhelm us,` he said.

He said the Indian economy was expected to grow at 9% this year and 8.5% next year.

Fears of a global recession have triggered falls in share prices on markets worldwide.

Demand for short term Treasury bills in Sri Lanka

The demand of short term Treasury bill yields like the three months maturities has increased in the primary auction at the Central Bank, as most of the investors look for quick liquidity, capital market sources said.

The reason for investor interest for short term maturity like three months rate is very popular as it is much attractive than the normal banking interest along with the high inflation level in the country, capital market sources told the Daily News Business

The Central Bank had recently sought offers for Rs.13.88bn of maturing Treasury bills and received bids worth Rs. 20.30bn. The Government accepted Rs.10.84bn of the offers of primary dealers, its sources said.

Casinos in Sri Lanka could be controlled by organized crime, warns IMF

The legality of Sri Lanka`s casinos is uncertain and the lack of supervision could open them to be controlled by criminals, quoting the International Monetary Fund (IMF), the Lankapage website said.

It said: The lack of regulation also made it difficult to implement anti-money laundering measures on casinos the IMF said.

`The legal status of casinos is not clear in Sri Lanka,` it said in a new report on the country`s financial regulations mechanisms to fight money laundering and terrorist financing.

On the one hand, casinos are prohibited under the Gaming Ordinance. On the other hand, under the Betting and Gaming Levy Act, a levy is payable to the Ministry of Inland Revenue by a person carrying on business of gaming.

` . . . large levies have in fact been paid by the casinos currently operating in Sri Lanka,` the IMF said.

From Eelam to Tanamalwila

What has gone wrong with the LTTE? It has had to revert to the tactics it employed at the very inception of its terror campaign. During the last few days, we have heard of an LTTE group snuffing out innocent lives in some parts of the Moneragala District. Trapped in the Wanni, Prabhakaran may be trying to cause the military to be spread thin by causing trouble in the southern parts of the country. But, how long can the LTTE sustain such operations?

Sparrow groups are, no doubt, a potent weapon in the hands of any terrorist group. But, such attacks are hardly a remedy for the crisis that the LTTE is embroiled in. Internationally, its allies have failed to mobilise enough support to prevent it being encircled in the Wanni. Its small groups in Moneragala may go on unleashing terror for some time but before long they will run out of ammunition or be hunted down by the army and the STF. Now that the LTTE`s stronghold is in the danger of being overrun, it cannot afford to spare more combatants for disruptive operations in the South or co-ordinate them. Now the villagers of Tanamalwila may be running for fear of armed Tigers but the day the Tigers are left with no ammunition, they will have to run equally fast to avoid the galkatas carrying chena cultivators who know the jungle like the back of their hand.

When complacency and negligence kill

Terrorists, it is said, have to be lucky only once but their targets have to be lucky all the time. Complacency is the last thing that a country battling terrorism could afford. But, that exactly is what this country indulges in! Most of the terror strikes that we have suffered could well have been averted, had the police and the security forces been vigilant enough.

As for Wednesday`s blast and the subsequent terrorist shooting which left over 30 persons dead in Buttala, evidence has surfaced, as we reported yesterday, that some Argus-eyed villagers had informed the army and the police of the suspicious movements of a group of unknown persons prior to the terror strike. Had they acted on the tip off, they could have pre-empted the attack. Perhaps, the army would have been able to intercept the LTTE group. We only hope the Army Commander and the IGP will launch an investigation and bring the officers who didn`t heed the public warning to book.

PIllaiyan must be stopped

Terrorism is a hydra born pregnant. Not only do its heads grow when severed but it goes forth and multiplies like rabbits at an alarming rate. The situation in Iraq is a case in point. Terrorism in that country remained centralised for decades while Saddam Hussein was reigning supreme. Today, it has been `devolved` to the grassroots and anarchy prevails. When one monster is eliminated, many others move in to fill the vacuum. When Tsar was ousted, commissars took over and repression continued. So, the more daunting task in dealing with terrorism is not so much removing the monster proper but keeping the others of its ilk at bay.
In the Eastern Province, having banished the monster of terrorism, the government is making a grand show of a campaign to rekindle democracy through elections at the grassroots level. But, unfortunately, all signs are that its political project will come a cropper because of a lesser monster sponsored by the military.

Strong PM`s XI named to play Sri Lanka

Cameron White will captain a Prime Minister`s XI stacked with in-form domestic players for Wednesday week`s one-day match against Sri Lanka at Canberra`s Manuka Oval.

The side includes two current CA contracted players in White and Ben Hilfenhaus along with the likes of David Hussey, Ashley Noffke, Luke Pomersbach, Luke Ronchi, Shaun Marsh and Doug Bollinger.

The match will be a key part of 2007 World Cup finalist Sri Lanka`s preparations for next month`s international triangular one-day series in Australia.

`Cameron White is one who has used the PM`s XI match to help develop as an international player,` said CA`s chairman of selectors Andrew Hilditch.

`He will captain the side again this year after leading the side in 2007 when Jason Gillespie pulled out through injury.

Winds of change

It was always a case of when and not if Arjuna Ranatunga would head Sri Lanka Cricket (SLC). His stature within Sri Lankan cricket after having taken them to the World Cup crown in 1996 meant that he`d always play an influential role in the administration if he wanted to - which he did. However, it was a surprise that he had to wait nearly eight years since his teary-eyed farewell from international cricket in mid-2000. Finally, though, as the political landscape shifted in the aftermath of a crucial budget vote in December, he is the boss.

From the sidelines he has been an outspoken critic of the various chairmen and presidents, mostly businessmen, who have run SLC. While others mumbled quietly about `mismanagement`, he thundered on about `corruption and waste` much to their annoyance. He has always said he could run the board better, now he has a chance to prove it.

Sri Lanka`s Ranatunga calls for local officials

Sri Lanka`s 1996 World Cup-winning skipper Arjuna Ranatunga feels more local umpires should stand at international matches.

Ranatunga, now the chief of Sri Lanka Cricket, has noted an increasing number of errors by members of the ICC elite panel, including the misinterpretation of rules during last year`s World Cup final and mistakes in the controversial second Test between India and Australia in Sydney earlier this month.

`Taking the present status quo into consideration, even the ICC elite umpires who are neutral seem to be making mistakes,` he said.

`In my personal view, I think they should employ two local umpires to stand at the matches while an elite umpire assisted by the match referee would guide the two umpires with dicey decisions that they are uncertain of.
