ranil could not even implement the CFA, in the first two years after signing the CFA while he was a PM ,never mind the ISGA.
what ever ranil thought of doing after winning the PE elcshunn, would have stuck at the Parliament with the 2/3 majority issue.
the conflict began due to the wrong political policies, the same conflict can be finished by correcting those wrong doings.
there was a southern consensus during the era of wrong doings , to correct it, lanka needs the same southern consensus again.
first there should be an atmosphere to change the constitution at any time to adopt the agreed solution.
it seems MR is following this strategy as he has the upper hand in the parliament and there is an APRC proposal running parallel to it.
(some time the APRC goes dead and come back to life , we know why it happens)
MR and his American colleagues are thinking that the ltte need to be weakened to push the APRC solution down it's throat.
the APRC proposal will not come out upuntill the ltte s completely weakened. ( it is going to be like waiting for the sun to rise from the west.)
if it is in deed MR's STRATEGY to see the end of conflict in the country. he need to win over VANNI which will be harder than the east.
the time, money, material and the innocent lives both the civilians and the combatants can be saved , if MR, concentrate on the APRC instead of the war and put it on the ltte's table for negotiations.
if the ltte did not want to know the APRC proposal then , the rejection could warrant a war the international community and the Tamil diaspora will think twice to raise voice in favour of ltte.
at the end of the day, what ever it is , MR is doing absolutely against the spirit of the CFA and federalism which suppose to be the off shoot of the CFA.
most people seems to have understood that the ltte's patient is intentional. the MR regime taking advantage of the tag given to the ltte *terrorist* in foreign lands ,to formulate his strategy will backfire.
MR may be won some territories but totally lost on the politic diplomacy. the weakened ltte will not be there for any one to push a solution while they can have sangary and Douglas.
in this back drop, one thinking that there is a givisuma between ltte and MR is absolute rubbish. one can now definitly say,,, the CFA is gone for ever just like the indo-lanka ACCORD!!

What is the correct presentation ?

LTTE will Be 'PAtient' as long as SLN does it job perfect and SLDFs are too difficult and too much a force to be handles by LTTE.
Yet LTTE is preparing for that event in case SLDFs make the conditions right for LTTE to go on offensive.
