SL looks like a tough case, indeed.
Being a bit cynical and applying Asian standards, you have to convince people with the opportunity to make money.
Version A: GOSL turns SL into a paradise for human rights, tolerance, religious freedom INCLUDING a great Muslim culture, minority protection, extreme environmental protection, a real green house ... the Island would get showered with donations, support, visitors to make it a booming, healthy economy.

I have a lot of respect for the Eastern Germans how they went in the streets without weapons against tanks, ugliest police thugs, KGB and the whole ugly lot.

the solution is to carry on with necessary military intelligence action against the terrorists while endeavoring a political solution, so that terrorist will have no grievances to talk about.

This is what exactly GOSL is doing...
- What political solution we should offer?
- To whom we direct it?
- How we should 'sweeten' it?
- What should we be prepared to compromise?
- What should not we compromise?
- Are we going to have another CFA so that LTTE can
buy time, re-group and kill?
And finally...
What if what we offer is REJECTED... ?
Don't you think we have to force the solution down, ANYWAY?
