Findings Reveal Situation Far Less .. Saturday, 8 September 2007 - 4:29 AM SL Time Statistics pertaining to nutrition levels in Sri Lanka, a country whose resources have been severely taxed by a long drawn out conflict for almost three decades, when compared to other countries beset by conflict and even those free or relatively free of terrorist attacks such as those launched by the LTTE, indicate that the situation is far from alarming, a recent study by the Secretariat for Coordinating the Peace Process (SCOPP) shows. The SCOPP study maintains that terms such as `malnutrition` and `protein deficiency` when used uncritically, and predicated on information that is either inaccurate or incomplete can be dangerous and can compromise the overall efforts of authorities to minimize inconveniences and ensure the maintenance of acceptable health standards.

Navy camps for Silavathura, Mullikulam Saturday, 8 September 2007 - 4:28 AM SL Time Silavathura: As the ground troops are consolidating their positions in Silavathura, Arippu and Kondachchi, the Navy is planning to establish two Navy camps in Silavathura and Mullikulam to provide security for the fishing community. Navy Spokesman Commander D.K.P. Dassanayaka said the two Navy detachments will be established tomorrow. `Fishermen south of Mannar underwent immense hardships at the hands of the LTTE as they used the innocent fishermen to smuggle goods to LTTE held areas,` Commander Dassanayaka added. The passes issued for the fishermen were misused by LTTEers disguised as fishermen to launch attacks on the Navy, The establishment of Navy camps is also expected to minimise threats on Colombo specially the Colombo Port as the Navy can block Tiger movements along the Western coast with the monitoring of LTTE sea movements following the installation of radars.

US $500m bond: a debt repayment? Friday, 7 September 2007 - 10:54 AM SL Time International donors are growing increasingly concerned over the future allocation of Sri Lanka`s US$500million bond. World Bank Country Director for Sri Lanka Naoko Ishii yesterday speaking with the Daily Financial Times said she hopes the `Sri Lankan government will spend the [US $500million] bond on infrastructure instead of using it as another form of debt repayment.` The budget deficit currently stands at 8% of GDP amounting to approximately US$1.76 billion. Analysts observed that the budget deficit is expected to fall gradually in 2007-11, reaching 6.4% of GDP in 2011. Despite her concerns, Ms. Ishii firmly stated her understanding in why the government may opt to choose other appropriation schemes: `I can understand why the Sri Lankan government may be tempted to use the bond towards recurrent payments because of the budget deficit and capital expansion being squeezed a lot.`

A question of reputation Friday, 7 September 2007 - 10:56 AM SL Time One of our readers who had been away for a while yesterday afternoon inquired about a story doing the rounds that we had brought Parliament into disrepute through a headline in The Island. He wanted to know whether there was any truth in the story. We told him that whoever thought so ought to be a real nincompoop who urgently needed some schooling. His inquiry prompted this comment. Our reader wholeheartedly agreed with us when we told him that if any institution, state or otherwise, had deteriorated so much that children couldn`t visit it any longer because of filth and fisticuffs being freely exchanged by the guardians thereof, some of whom lacked even the basic educational qualifications required for the recruitment of sanitary labourers in the state sector, carried firearms sans permits, committed murder and fraud and abused their privileged position to shower pay hikes and perks on themselves at the public expense, it had the same reputation as a whorehouse and the question of its image being sullied didn`t arise at all. We also pointed out that corrupt administrators through their shady deals with either local or foreign organisations gave such institutions an impetus on their journey down the Gadarene slope. The situation became far worse, we told him, if lonely women happened to be in top positions sleeping and conspiring with privileged stud bulls, who had a penchant for jumping in with both feet to oblige any administrative or secretarial fille de joie, to silence the scribes who exposed their corrupt deals, through intimidatory tactics.

Problem of being SB Wednesday, 5 September 2007 - 10:30 AM SL Time Former SLFP heavyweight and present UNP National Organiser S. B. Dissanayake is obviously at the end of his tether. He is being forced into an uneasy cohabitation with his political enemies. Hence, his diatribe against his former boss turned bete noire Chandrika Bandaranaiake Kumaratunga, who has now joined forces with the UNP to topple the government. She will, he has said, certainly ruin the UNP. In taking up that position, he has flown in the face of his leader Ranil Wickremesinghe`s decision to make her a partner in his oust-the-government campaign.

Aren`t children`s lives precious? Saturday, 1 September 2007 - 8:21 AM SL Time UNICEF is reported to have taken umbrage over the exposure by the government of the identities of some LTTE child combatants. It is doubtful whether the spin doctors of the government are au fait with the international standards as regards reporting on those unfortunate children. Or, they may have thrown caution to the winds in a bid to gain some mileage by exposing the LTTE`s cruelty to children in the on-going propaganda battle. The identification of child combatants is an offence which is perhaps second in severity only to their forcible conscription in that, once their identities are exposed, they have to live with the stigma attached to their past for the rest of their lives even after rehabilitation. They shouldn`t be made to suffer for no fault of theirs.

The second half was also closely fought out, but Kigswood managed to lead the game. Prop forward Gayan Rathnage broke away from the scrum at Sylvester`s 10 metre line and touched down at the right corner. This was converted by Roshan Weeraratne. But the Sylvestrians counter attacked in the dying minutes and their fly half S. M. Rajakaruna went over for a try. Their place kicker however failed the conversion from a difficult angle and the Kingswoodians gained victory by a mere two points.
