APRC to wrap up landmark draft -- no unitary state

The All Party Representative Committee will meet on Tuesday, to finalise a landmark draft on devolution with the province as the unit of devolution, LAKBIMAnEWS learns.
The Draft which is to be handed over on Tuesday is a rejection of the positions taken by the Mahajana Eksath Peramuna and the Jathika Hela Urumaya.
The Draft also describes Sri Lanka as a single state that shall be deemed ?undivided, inter dependent and integrated?, where power will be shared between the Centre and the provinces. This is tantamount to a rejection of the unitary state.The decision was taken after a crucial meeting between President Mahinda Rajapaksa and the APRC chairman, Professor, Tissa Vitharana . Two Sri Lankan Tamil detainees, on hunger strike from Tuesday in Chenkalpet Special Detention Centre (CSDC), are loosing consciousness, and were admitted to Chenkalpet government hospital Friday, sources in Chenkalpet said. 17 detainees in CSDC for Sri Lankan Tamils are on a hunger strike demanding release since Tuesday.

Do you know another country that has committed such an inhuma act in the history of the mankind?
Better ask, which country hasn't, however the good news is, that the vast majority of people in this world has made it further up on the ladder of evolution.
In Sri Lanka it looks like a regular exchange of atrocities will terrorize the peaceful majority until domestic resistance or International Human Rights will stop that current escalation. |

US ....... could not win in Vietnam against some poorly equipped Vietcong.
That analogy does not fit .. Vietcong were never short of numbers, their conscripted ranks would have out-numbered US forces in Vietnam, through-out the campaign. Secondly, the communist Vietcong had the strong support of China. In fact the 'major' War fought by the US was to 'constrict' (reduce) the flow of war materiel (and food) from China to the Vietcong.
On the other hand, major problem facing the LTTE is their 'small' man-power base .. which is 'shrinking' further. It is coming to that stage when the 'War Option' .. which VP would dearly love to pursue .. is becoming un-sustainable.
(This is why VP has to 'set his face' against UN and other Humanitarian concerns .. and 'go in' for recruitment of 'under-age' children, on a large scale. Strictly, when we speak of LTTE cadres, the term 'man-power' may not 'sit' very well .. as a good many are children).
Again with 'war materiel' .. the diaspora may be 'breaking their backs' to keep funds flowing into the LTTE 'war chest' .. but I do not believe they can in any way 'match' the resources available to GOSL forces.
It should be evident to VP, and his financial 'support base' that the game is 'up', and the only sensible thing to do is to sue for 'Peace'. With international 'good-will' and support, it should be possible for the Tamil people to achieve a 'satisfying' level of executive power devolved to them in the North. The East is a different 'kettle of fish' .. it will probably be administered from the Centre as a 'Special Economic Zone'.

looking back at the poor state that China had been in at that time the whole Vietnam scenario had been a David vs. Goliath.
Anyway, SL is a different ballgame and so far the LTTE looks tight and determined. To be honest, i fear a disaster for SLA and that entire strategy.
But let's see. Perhaps you might be right that VP will come up with a white flag strategy.
Still it looks like both benefit from this state of war.

I doubt very much .. you can see VP tending to 'surround himself' with those whom he can really trust. For instance, the 'fall-out' with Soosai is indicative of the 'problems' he is having in 'holding on to his seat'.
As the 'pressure' mounts on him (within and without), he may 'bow' to popular demand, and 'make way' for some-one else to be appointed .. to negotiate a 'power devolution' arrangement with GOSL. I cannot see him being party to any 'genuine talks'. He may end up in Norway (or some-where else), and exist under a different name .. may even acquire a 'different face'. We may not hear of him for a good long while.
The other possibility is an internecine fracas .. A shoot-out with a 'challenger' to the leader-ship .. and he succumbs.

Pakistan was separated from India and subsequently Bangladesh was separated from Pakistan. So separation is not an option that will automatically resolve the problems of the minorities. However Indian example of sharing power by devolution at the right time has shown successful.
Even as India's rupee appreciated by 20% against the US dollar in the past five years, Sri Lanka's rupee depreciated against the dollar by 16%.
With Hindi official language policy the minorities namely Bengalis and Tamils wanted separation. But India's leaders were quick to downplay language policy and devolved power even at Quasi-Federal model to silence the sceptics whereas nationalism was given prominance in Sri Lanka at the expense of discord and enmity that led to bloodshed and destruction. |

The reporting stance has changed. What's up? Is Tamilnet accepting that GOSL way is the 'true liberation'.

Wasn't there a Colonol Karuna, apparently still fully armed with some kind of 'troops' cooperating with GOSL.
Will he drop his guns in case of LTTE packing in ? Will he want to take over from VP ?
All that reads like Christmas, however this can not be ruled out.
On the other hand some complete failure within the SLA, no more easy gain like in the East, more abductions, massacres, bomblasts etc. could lead to a massive win for Ranil or JVP.
Economy is shambles already. Improvements ? Doubtful, sorry to say.

Oslo the criminal capital of Tamil Tigers

Oslo, 18 August, (Asiantribune.com): Yesterday at about 15:30 hrs the Norwegian police stormed an apartment in Oslo and arrested a suspect in the LTTE Oslo shooting spree. Another suspect was arrested close to the Oslo Police headquarters. Both will be charged for participating in the shootout and murder. At 13.00 one Tamil was arrested at the ?Grønland? area in Oslo. The second Tamil was arrested at 15.30 it the North part of Oslo.
The head of the police investigation team, Finn Abrahamsen confirms this has been a dispute between two rival factions in the Tamil Diaspora. In addition one of the hospitalized victims will be charged for participating in murder. Police estimate that twenty persons participated in the clashes. So far only three have been charged for the crime. A total of three suspects are currently in the police custody. There is no information from the Police what role the three arrested has had in the shooting spree.
Several more suspects are wanted by the police.
In the meantime, one of the victims of Tamil Tiger violence in Oslo who was on a life support machine died when the machine was switched off on Thursday evening. Doctors concluded that there was no hope of him recovering.
This latest violent act of the Tamil Tigers brought to light the unreported violence that has been ignored by the Norwegian government, despite Tamils in Norway complaining to the authorities about the strong arm tactics of the Tamil Tigers. The pro-LTTE Norwegian politicians in power, including Erik Solheim, the chief negotiator, turned a blind eye to the Tamil Tiger violence that has plagued Norway from the eighties. One of the first victims of Tamil Tiger violence was Kethesh Loganathan, the peace activist. He was attacked with chairs and wooden sticks by the Tamil Tiger thugs when he was attending a course at the Peace Research Institute in Oslo. He narrowly escaped death. He was hospitalized with heavy head injuries. The Tamil Tigers never gave up the chase. Ultimately they got him in Colombo and shot him dead in his house.
Tamils in Norway had complained to the authorities that not only those living in Norway but even their relatives in Sri Lanka, particularly the Vanni, are threatened by the Tamil Tigers in Norway. All complaints have fallen in deaf ears. The Labour Party of Norway and the Socialist left of Erik Solheim have been wooing Tamil votes and ignoring these criminal activities.
Erik Solheim and the Norwegian diplomats have been going round the world attacking the Sri Lankan government for not protecting the Tamils. But the increasing criminal activities going on in Norway has been condoned by the Norwegian government and politicians. Tamils have been most insecure in Norway because the Norwegian government has failed to act on complaints made against the Tamil Tiger agents.
Norwegian media too has blacked out these activities until recently when the Tamil Tiger violence reached intolerable levels. Aftenposten, a Norwegian daily, has highlighted the list of criminal activities ranging from drug trafficking to credit card frauds. Political observers state that Norway is the criminal capital of the Tamil Tigers who have enjoyed impunity so far, all because they are treated with kid gloves.
Norway?s most favoured treatment given to the agents of Tamil Tigers, including giving them nominations as candidates from their parties, has not benefited Norway either locally or raised its image as a respected peace-broker abroad. The Tamil Tiger agents have exploited the generosity of the Norwegians and stabbed them in the back both in Norway and elsewhere. Erik Solheim is seen as one of the victims of the crafty machinations of the Tamil Tigers who have nothing to show for all the benefits he showered on Anton Balasingham,, the chief Tiger spokesperson, who was his close buddy.
Political observers now argue that Norway has a case to answer for letting the Tamil Tigers running amok in Oslo and elsewhere in Europe because Norway has been in the forefront of protecting the Tamil Tigers in every fora, including the peace negotiations. One commentator said that Norway is now reaping what it sowed.
