COLOMBO: The UN Under-Secretary General for Humanitarian Affairs Sir John Holmes has assured the UN's fullest support for the re-development of the Eastern Province.

The Under-Secretary General made this observation when he called on Foreign Minister Rohitha Bogollagama, Foreign Secretary Dr. Palitha Kohona and officials at the Foreign Ministry yesterday.

In addition he also observed that there was appreciable improvement in the ground situation in Sri Lanka, the Foreign Ministry said.

The Ministry said: 'Minister Bogollagama who recalled his appeal to UN Secretary General Ban Ki-Moon in March this year that the Government of Sri Lanka saw the re-development of the Eastern Province as a model in post-conflict peace building and re-development, said with the clearing of the East of the LTTE it had now become possible to operationalise such a programme.

He said the Government was seeking the assistance of foreign governments, multilateral organisations including the UN and NGOs in completing this task.

Minister Bogollagama called on the UN system to help in strengthening the institutional framework in Sri Lanka to facilitate this process and for disaster preparedness. He noted that the country demonstrated enormous resilience in dealing with the aftermath of the tsunami, as it had in facing decades of terrorism. The Under-Secretary General also discussed with the Foreign Minister, as well as in meetings with the Foreign Secretary and officials, concerns of the international community regards issues of access.

Foreign Secretary Kohona impressed on the UN delegation that while the Government had little issue with the UN agencies in the operational areas, there were concerns regarding the activities of some INGOs and NGOs who have not shown results in their previous humanitarian relief work especially in the East prior to the clearing of the area of the LTTE.

The Secretary said only genuine NGOs with skills and resources will be drawn into work in developing the Eastern province since the Government was keen to ensure speedy results and pave the way for the restoration of democracy in the region.

Dr. Kohona also observed that it was important to note that despite the LTTE using civilians as human shields, the operations in the East were carried out with minimum casualties.

Thiviya

the UN is not going to kiilinochchi since it is not an area with human beings. It will become a residential area as soon as the GOSL starts the ruling.

then the UN will take care of it.

Hope you understand the simplicity.

If the Government has nothing to hide, they should be the first ones to welcome the UN monitors, because it'll give them a chance to clear their names in all these accusations.

But with over 700 ransom related abductions just in this year carried out by their own forces, over 1000 tamils killed, over 300,000 tamils displaced.. It's obvious why they're up in arms against even the idea of having UN monitors here.

The LTTE who are supposedly a 'terrorist' movement welcome the UN monitoring team, but the 'legitimate' government who's supposed to safeguard human rights are opposing the mere proposition. So, it's obvious who's committing the crime. The government is simply afraid that it's mass murder of tamils and acts of genocide will be stripped naked in front of the world.

Kankun,

it is true that UN is not going to deal with any terrorists organizations.

poor supporters are lamenting here in this forum about a freedom state.

they know that their dream is washed away day by day.
