This removes the hassle from the government
it still helps the war effort--dont need spend there since IRC takes care of food aid

I think Britain has realised with 3 mil ponds one can not control the policy of GOSL. |

If one understand the basics of National Accounts money coming into a country means funds inflow. Classifications are of little importance.
Is this another passive way of assisting SL?
