Did Yang Gyu Park bribe Sri Lankan officials to win US$ 15 million LakGovNet deal?

Who is Yang Gyu Park? We do not think many people know him. Less the people know, it suits him better, because not all the work he has done can be described in the open.

Yang Gyu Park is the CEO of a small Korean company called Samsung Networks Inc. Please do not mistake this company with the name of electronic giant Samsung. Although it is a subsidiary of Samsung group this is a tiny company. Not a one which has a reputation. In fact the reputation it has is largely negative. Unfinished projects. Unkept promises. Underhand transaction for winning projects. Well, you get the picture.

What made it important to us is this company win a US$ 15 million deal with the Government of Sri Lanka (GOSL) few months back to install the largest computer network in Sri Lanka (for GOSL itself) connecting all ministries, departments and 325 divisional secretariats. This will also be the first islandwide network in the country.

What is interesting is how this deal has been awarded to Samsung Networks Inc., because

(a) It is not the company which provided the most technically advanced solution

(b) It is not the company which offered the least offer. (The least offer was US$ 14 million while Samsung Networks Inc. bid for US$ 15 million, just slightly less than the project budget ? God only knows who told them the project budget)

(c) It has clearly not complied with some mandatory requirements of the tender and bidder has to fulfill.

We will come with more details about this tender in due course but the following information will be of your interest.

(1) The Chairman of the Evaluation Committee for this tender was (who else?) out dearly beloved V. K. Samaranayake. In fact no government organization allows its Chairman or CEO to appear in an evaluation committee. This is to prevent any bias towards any particular companies. There was even a circular issued by Dr. P. B. Jayasundera, Secretary to the Treasury to this effect. However, this did not prevent V. K. Samaranayake to leader the evaluation committee. (One can only guess why)

(2) A mandatory condition of the tender was that the bidder should have a local partner. However, Samsung Networks Inc., the company who won the deal did not have a local partner. They got full 12 marks for this category. (God and V K Samaranayake only know how) V K Samaranayake also gave 3 marks for this company for their experience with the Korea Development fund projects which they did not have.

(3) There were so many other minor criteria where the bids from other two companies stood definitely far ahead of the bid from Samsung Networks Inc. But it was Samsung Networks Inc. who finally won the tender.

The project is yet to start, but before that Yang Gyu Park made a point to visit his buddy V K Samaranayake who gave such a good assistance to him in win this project. They also took few group photographs at ICTA. You see one here.

V K Samaranayake had been questioned in public forums how could this company which neither offered the better technical and financial solution got the deal, but he always ducked the question. We hope one day he will answer us. May be in front of a special commission appointed by the next government. (We genuinely wish he will remain in this world till then, postponing his visit to the other world)

We are sure his answers will not make his students happy.

These students who blindly back V K Samaranayake thinking he is a saint have lot to learn about their master.

Well, definitely GOSL is a selfish band of rats.

They spent 15Mios while they can spend only 14 Mios ???

Definitely Sri lanka is the world's richest country, poor people don't need aid !

S,Koreans are the cleanest of people when it comes to business dealings!!

I would never believe that they would have done anything under the table (hahahahahhaa!)

The CEO's smile says it all!!

Our people can make even the cleanest in the world corrupted.

This guy Samaranayake is an Emeritus Professor and a wellknown character. If he is involved in this kind of shady deals do we have to talk about the rest?

I know Prof. Samaranayake very well.

I have dealt with him in the past and who is spared in Sri Lanka!!

I do not know in which other country the family controls more than 75% of the resources!
