Sri Lanka president devolution proposals seen doomed

COLOMBO, April 30 (Reuters) - Sri Lanka's ruling party unveiled devolution proposals on Monday aimed at ending a two-decade civil war, but analysts said they fell far short of minority ethnic Tamil demands and were doomed to fail.

President Mahinda Rajapaksa's ruling Sri Lanka Freedom Party wants to devolve power at district rather than a higher level and insists on rebel disarmament, according to the text seen by Reuters.

By contrast, Tamil Tiger rebels fighting for an independent state want a separate homeland for minority Tamils -- which Rajapaksa flatly rules out -- and have repeatedly warned they will not lay down arms.

'This is going to be a total disaster,' said Rohan Edrisinha of independent think-tank the Centre for Policy Alternatives.

'Psychologically this is going to be a huge blow to the peace process, because it would suggest that the SLFP is going back to the early 1980s if not 1970s.'

'The SLFP is offering less than what is already in place in the form of the 13th amendment to the constitution (which set up provincial governments),' he added. 'Viewed from the point of view of conflict resolution, it's really quite astounding.'

The ruling party also proposes abolishing the executive presidency, adopting to a bi-cameral parliamentary system, ensuring both the police and armed forces are more multi-ethnic, and that schools are more multi-lingual.

The Tigers were not immediately available for comment on the proposals, which a presidential committee has yet to combine with suggestions from other political parties to form a consensus devolution offer.

Riot - what riot - the country is already being ruined by the idiots in power. they can't even defend the capital and that fool is watching the cricket. Read a very interesting report regarding global warming - according to these scientists due to rising sea levels the north and all along the coast will be submerged and retaken by the sea - so all this fighting and dying in thousands would have been in vain! how ironic..... bet prabha has not taken that into account - he may have to come down south to save himself

Looks like that is what the doctor ordered.

This time it would be worse than 1983 because the Sinhalese now know the value of the Wellawatte, Kotahena and Wattala real estate. They just waiting for to be provoked and the Sinhalese will have an excuse for the violence against the Tamils.

So LTTE sympathizers who have an ounce of brains should not let this get out of hand and get innocent Tamils killed and property damaged.





Why are you invoking racist threats here? I encourage Tamil readers to disregard this rubbish. It is true, a certain section of vagrant, uneducated, swine will riot if they get the chance. However, this is not the view of the majority of Sinhalese people. Times have long changed since 1983. If there is another riot such as 1983, that will be the end of SL. Hopefully, the SL government, as worthless as it is, understands this basic principle - no more aid money, no more weapons sales from the rich West, etc. So, I do not think there will be another riot again.

As a very senior member who monitors LNP activities you should be sensing that the Sinhalese patience is coming to the breaking point. I am sure you heard about what happened in Wellawatta yesterday. So you are leaving the tamils with no other solution but a separation.

I think this was a case of the AA shells coming back to ground Bros
There is a real danger of damage caused on the ground due to firing shells into the air

These projectiles fly up to their max height and then come down again, thankfully not at the same velocity due to air resistance, but still at a speed to cause injuries.(kind of like throwing stones up into the air and and having them fall very close to the launch point)

It would be a very wise thing to stay at ground level and inside houses if the guns start up again.
