That is exactly what i am suggesting,in adition to the federal states my ultimate goal is to form a kind of Senate comprising Singhala and Tamil intellectuals (This may be similar to the 'Bundesrat' in German constitution),so that they can veto any imprudent decision by the Legislature and curb the dictatorship nature of the executive.
In another words i am indirectly mentioning about the technocracy.

It is not right to belittle all Tamils, for that matter any living being.
Every person has right to live as a degnified human being - the one serving you may not remain a server for always, at least he hopes for his children.
Let me tell you a story of a Singhala village. When I was young, the people around me used to call me Podi-Mahatthaya etc and most of them were considered as servant like. But today the village has evolved, now we call each other Mahaththaya. Many of those poorer people have Doctors and Engineers as children. My old mother is not very happy, but the village is really a better place today. Nobody was killed for or against JVP, it was irrelevant in our village.
At least, at our level, we must do our best to make all patriotic Tamils, feel 1st class citizens. Born in the same land, we are destined to share the same destiny.

VP has to be as bold as Karuna in joining the democratic process.

The exclusive legislative jurisdiction of the federal government extends to defense, foreign affairs, immigration, transportation, communications, and currency standards.
The Provincial governments ?share concurrent? entrusted with powers in several areas, including civil law, refugee and expellee matters, public welfare, land management, consumer protection, public health, and the collection of vital statistics (data on births, deaths, and marriages). The areas of shared responsibility for the PC and the federal government were enlarged by an amendment to the Basic Law in 1969 (Articles 91a and 91b), which calls for joint action in areas of broad social concern such as higher education, regional economic development, and agricultural reform.
To enable the suspicious LTTE to have confidence in the state the president must embark on confidence-building. People like Tissa Vitarana must be given powers to conduct the negotiation unhindered. Then LTTE will come round to accept a compromise mutually beneficial to both communities. |

This is suicidal, as experience shows that Sinhala polity will never address the national problem.
JHU says that the country belongs to Sinhala-Buddhists and others have no place in it. How can you hope to convince them that 'live and let live' is the right policy.

SLAF denies downing of Kfir
The Air Force yesterday rejected reports on the pro-LTTE Tamilnet website that an SLAF Kfir Jet was shot down by the LTTE in the Iranamadu area during an air raid.
?The Air Force totally denies such reports and it is yet another ?fabricated? story,? Air Force Spokesman Ajantha Silva said.
The Media Center for National Security said all aircraft of the Sri Lanka Air Force had returned to their bases following their routine reconnaissance and other strike missions over Tiger held areas and none of them was reported missing.
Meanwhile, the LTTE claimed a Sri Lanka Air Force jet fighter was attacked by its air-defense system when the bomber approached the airfield of the Tamileealm Air Force in Iranaimadu around 2:30 p.m yesterday. The Tamilnet website quoted LTTE military spokesman Irasiah Ilanthirayan as saying that the SLAF bomber had plunged into the sea, following a loud explosion.
