I think SL is now beginning to feel the effects of brain drain but the leaders who themselves are brainless do not realise this and simply cannot work out a counter strategy to prevent further brain drain.

That is 2/3 of the problem. Lack of any accountable, responsible leadership at the top. When the highest annals of the civil service are corrupt to the core, it should come as no surprise that the lower rungs are just as corrupt. Unfortunately, the Sinhala answer to this dilemma has taken a threefold, rather unproductive nature: (1) leave the country altogether (the educated elite, for example), (2) blame the entire problem on the Tamils and to a lesser extent, the 'sinister' international community and vote the most nationalist government into power (the lower classes), and (3) blame the problem on the Tamils and use it to protect buisness interests, as well as stay in power under any costs - the powerful and influential in SL - Chandrika is an excellent example.

Even if the LTTE were completely defeated, this problem of lack of accountability at the top would remain. You won't see any easing of the brain drain until the corruption goes away, and that means a total revamping of the civil service, beginning with a new constitution.

It is not simply a case of the 'village chap, Prabhakaran' against the 'rest' in SL. The efort to 'under-mine' the Sri Lanka Govt has the backing of powerful (rich) international organisations (NGOs). There are one or two foreign Govts also pursuing a program for the division of Sri Lanka, and the 'village chap' gets their support - he fits in well with their plans.

To be fair, I will admit Prabhakaran is somewhat of a military genius. He built up his forces from scratch, and gave the Indians a run for their money. On the other hand, SL has never had a comprehensive military strategy to deal with the LTTE, other than to establish a forward defense line or two, and occasionally throw soldiers forward, as cannon fodder, to test the waters. Common sense would also question the lack of a draft. If you are fighting a war you consider to be that important, having a draft is without question. So why no draft? In my view, because the SL government wants to maintain two parallel economies; the war economy - from which it can steal large sums of aid money from the West and pocket it for its own use - and the tea/tourist/garment economy, which has been the traditional source of economic revenue. You can easily see that 100% of resources are not being devoted to the war effort. With the LTTE, its 100% - they wouldn't survive otherwise. NGO's are not helping the LTTE. If NGO's were really helping the LTTE, SLG would kick them out. There's no need for excuses here. If the government is fighting a useless war, that is because the government itself is largely redundant, scraping by on handouts from international donors, and the profits sent home by maids being exploited in the middle east. Not to mention the despicable nature of the pedophile tourist industry.

some good points. where have you been all this time?

Even if the LTTE were completely defeated, this problem of lack of accountability at the top would remain. You won't see any easing of the brain drain until the corruption goes away, and that means a total revamping of the civil service, beginning with a new constitution.

you hit the nail right on the head!

To be fair, I will admit Prabhakaran is somewhat of a military genius.

the first step in facing reality is by admitting the bleeding bloody obvious!

If NGO's were really helping the LTTE, SLG would kick them out.

isn't this a fact? the NGOs serve a useful purpose in sl as bogeymen where all blame could be directed by gosl lackeys for gosl's sheer incompetence and corruption. great entertainment though!

If you are fighting a war you consider to be that important, having a draft is without question. So why no draft?

this is the only honest thing the gosl has done. it's better to have no draft and get people to volunteer - for whatever reasons, money, patriotism etc - than to have a draft and let all the influential people's children escape it like what happened in the usa during vietnam.

out of the politicians it could be Ranil and Anandasangaree, with the proper backing,as they are truly patriotic and honest, but need a bit of backbone

Ranil?? Who is this chap??? Batalande Ranil???

He is the one who lost 14 elections in a row and still occyping the chair of the UNP.

Promised to topple MR in April. Yesterday Ranil's former friend Rajitha the idiot came in the TV and told everyone that Ranil has left for Buthan (10 day visit) for his new year holidays, leaving others to work hard to topple MR!

He needs not only the backbone, lots of Amnesty balls too!

Anandasankaree is no better. A thrid class traitor.

Kandyan5, welcome to LNP, at least with your arrival seems we have a reverse brain drain on LNP ;)

Senam, generally your post seem to indicate an intelligent fellow, but I don't know when you start going in to Michael Moore mode about vast international conspiracies to undermine Sri Lanka.

If anything I would worry about your so called 'friends'.

Pakistan - wants a foothold against india
China - wants your oil and a foothold against india
USA - wants a foothold against the world
India - trying to play bothsides but still wants a foothold against pakistan and china.

'Sri Lanka' - everyone's b!tch, just don't bend down to pick up the soap...

What I said was, most of the educated have left. There is a huge brain drain.

It is not the 'brain drain' that is the problem .. but lack of commitment .. and poor administration. (It is probably a product of the 'laissez faire' attitude, propagated by the UNP, which can be summed-up as: 'Just look to your interests .. community, and community values do not matter'). As a result, we think we are 'smart' in not performing a full day's work .. but end-up 'short-changing' ourselves.

We need more disicpline, and more concern for 'community values' (let me say by 'community'.. I mean not just one community, but all Sri Lankans).

In trouble shooting 'Control Systems', you come across a term called 'hunting'. There is that sort of problem in Sri Lankan society .. especially in the political environment.
Whether it be a decision to site a major powerplant, or settlement to an 'ethnic' problem .. there are no quick solutions. Two or more parties 'lock-horns', and go 'hunting' .. go 'up and down' over the same 'grounds', post-poning a decision.

It is not 'brains' that we need so much .. as discipline, commitment, a sense of 'community' (you can also call it patriotism). We can spare those who wish to go abroad, and do what they can for themselves. We need another kind of person .. with a more generous out-look towards its people, to remain here and develop the Country.
