Norway calls for fresh commitment to Sri Lankan truce

Norway Wednesday called for a fresh commitment from Sri Lanka`s warring parties to maintain its peace brokering efforts on the eve of the fifth anniversary of a truce that now holds only on paper.

Norway`s ambassador here, Hans Brattskar, said neither Colombo nor the Tiger rebels had abrogated the truce that was arranged and put in place by Oslo from February 23, 2002.

But he said he hoped both would see the need to fully implement it.

The Liberation Tigers of Tamil Eelam (LTTE) and the Sri Lankan government are regularly accused of violating the ceasefire agreement which temporarily halted fighting for about two years, and then began to fall apart.

`The Norwegian government has made it clear that it stands ready to continue to serve as a facilitator in the peace process, provided that both the Sri Lankan government and the LTTE request its continued assistance,` Brattskar said.

Fury at detentions under Sri Lanka anti-terror rules

Huddled outside a detention camp in Sri Lanka`s far south, relatives of civilians held for months without charge say lives are being ruined by emergency regulations amid renewed civil war.

Some with babes in arms, others carrying a few packets of biscuits for a detained husband or brother, they swelter in the burning sun. Most have traveled all night to see loved ones imprisoned for suspected links to Tamil Tiger rebels.

But months pass and still no charges are brought, and relatives and rights groups are up in arms.

`They still haven`t charged my brother!` said one woman, speaking on condition of anonymity to avoid any retribution, after a weekend visit to Boossa detention camp a few kilometres from the island`s historic southern port town of Galle.

Court releases 40 ethnic Tamils on bail

A northern Sri Lankan court released on bail 40 ethnic Tamils, days after they were detained for trespassing during curfew hours, a magistrate said Wednesday.

Magistrate Sarojini Ilankoven said she released all the suspects arrested from different places in Tamil-majority northern Jaffna peninsula.

At least 170 Tamil men have been detained by police since Sunday, said a prison official on condition of anonymity because he is not authorized to speak to the media.

A 6 p.m.-4 a.m. curfew has been in place in Jaffna since last August, when heavy clashes broke out between government forces and Tamil Tiger rebels who are fighting to create a separate homeland for their minority ethnic group.

After the clashes last year, the government closed the main highway connecting Jaffna with the rest of the country, saying the rebels were using the road to transport weapons and fighters and collecting taxes from traders.

Sinhala women too in LTTE - Gotabhaya

Secretary to the Ministry of Defence, Gotabhaya Rajapakse said that an investigation into Sinhala LTTE cadres had revealed that there were several Sinhala women who underwent training in the handling of arms under the LTTE.

They have so far evaded arrest but will be tracked soon, he told The Island yesterday.

According to the information divulged by the male Sinhala LTTE cadres, now under the arrest, several female Sinhala cadres had undergone LTTE training in places yet to be disclosed.

He said that 19 Sinhala LTTE cadres had been arrested and further arrests would be made, based on the information received through their confessions and statements.

Govt. says no secret deals with LTTE

The government told parliament yesterday there was no basis to allegations by ousted minister Sripathi Sooriyarachchi of secret deals with the LTTE while Mr. Sooriayarachchi who was in the House at that stage remained silent though he last week said he would soon give details of the alleged deals.

Prime Minister Ratnasiri Wickramanayake in response to questions said he could not submit any report to parliament on the allegations as there were no such deals.

In an interview with a Sinhala weekly, Mr. Sooriyarachchi alleged that top government politicians had signed a deal with the LTTE secretly regarding the execution of war in the eastern province bypassing Mullaitivu and Kilinochchi where the LTTE was militarily strong.

Sri Lanka air force bombs kill two civilians - LTTE

Sri Lanka`s Tamil Tigers said on Tuesday that air force jets bombed a village under their control in the island`s north, killing at least two civilians, but the military said it was targeting a training camp and mortar post.

The air raids in the northern district of Vavuniya came amid a brief lull in Sri Lanka`s two-decade civil war, though many analysts and civilians fear the conflict will flare again soon.

`Four or more (Israeli-made) Kfir bombers bombed a civilian settlement close to Omanthai in Vavuniya. Rescuers have recovered two dead persons and one injured,` Tiger military spokesman Rasiah Ilanthiraiyan said by telephone from the rebels` northern stronghold.

`It`s feared there may be more casualties,` he added. `Our suspicion is that they are punishing the Tamil people. It`s not new.`

LTTE `tax` collectors hacked to death

An anti-LTTE organization, identifying itself as the People`s Liberation Front, killed three Tamil civilians, for collecting taxes for the LTTE, in Vavuniya on Monday.

The three had been hacked do death and left near the Bandarikulam Hindu kovil.

A large banner was hung over their bodies saying that those who collect taxes for the LTTE, in Vavuniya, would be killed in the same manner.

Residents in the area had come across the bodies yesterday morning and notified police through the Grama Sevaka of the area, police sources said.

The identities of the victims had not been established, police said.

Vavuniya police is conducting further investigations.

24 hand themselves over to the army to save the children from being abducted

24 people have handed themselves to the Nochchikulama army camp in Vavuniya this morning stating that the LTTE was abducting their children.

They have told military officials that the LTTE cadres were threatening them for the past few days to hand over at least one child from each family, if not the entire family could face severe repercussions. They have said hundreds of fellow villagers were willing to cross over to government territory but had refrained from it since it was too dangerous.

The latest arrival consists of 10 children and 14 adults.

SL Government has no deals with LTTE- Prime Minister

Ratnasiri Wickremanayake, Prime Minister, Monday refuted the allegation that the Government of Sri Lanka (GOSL) has a secret understanding with the Liberation Tigers of Tamil Eelam (LTTE). He was answering a question by Joseph Michael Perera, parliamentarian of the main opposition United National Party (UNP) citing ousted minister Sripathi Sooriyarachchi in parliament Tuesday.

Joseph Michael Perera wanted the Prime Minister to table a copy of the secret understanding with the LTTE in parliament.

Mr. Wickremanayake said there was no such deal with the LTTE. `If there was one you could get a copy from Sripathi Sooriayarachchi `, he told Joseph Michael Perera

UNP admits CFA `responsibility`

The main oppsosition in Sri Lanka has accepted `full responsibility` of signing a truce with the Tamil Tigers.

The United National Party (UNP) said then Prime Minister, Ranil Wickramasinghe, signed the ceasefire as attempts by many previous leaders failed to end the bloodshed.

Wickramasinghe and LTTE supremo Velupillai Prabhakaran signed the Norwegian brokered Cease Fire Agreement (CFA) was signed on 22 February 2002.

In an exclusive interview with the BBC, President Mahinda Rajapaksa described the CFA as a `mistake`.

Bandaranaike family record has been broken by the Rajapakse family - Gayantha

Media Spokesperson of the United National Party Gayantha Karunathilake says when the opposition and the public was expecting a reply from the president to the allegations made to him by then Minister Mangala Samaraweera, the President sacked them from their portfolios using his executive powers.

Addressing the media at the opposition leader`s office he said that the letter sent to the president too awaits a response.

Karunathilake said that the Rajapakse and company is governing 98 state sector institutions and 128 departments, which uses 60 percent of the funds from the overall budget. He said that the government`s cake has been cut into 52 tiny pieces and blamed that even the tiny pieces are being served without the icing.

Media Spokesperson of the UNP requested the government to present a solution to the ethnic crisis since the government now comprise members who want a federal and a unitary state. He added that then all could see the environment which the Minister of environment is going to act in.

Mangala asks Jeyaraj to inform him in future

Sri Lanka Freedom Party (SLFP) Treasurer and Matara District Parliamentarian, Mangala Samaraweera has requested the Chief Government Whip, Minister Jeyaraj Fernandopulle to notify him of any future Government Parliamentary Group Meetings or discussions.

In a letter, giving his address as no,B20, Stanmore Cresent, Colombo 7 and dated 2007-02-20, the MP has complained that no action had been taken to duly inform him of the Government Parliamentary Group meeting that took place on - (19 ? 02 - 2007) and expressed his disappointment. (FRS)

Karuna in Kirulapone?

The residents of Andarawatta in Kirulapone in fear of indirect threat from the LTTE are to take legal action against the proposed sale of a luxury house in the neighbourhood to the Karuna faction.

According to the residents a two storey luxury house in the Andarawatta area is to be sold to the Karuna group.

The house had been recently renovated and upgraded with tall parapet walls and other security features with two speed breakers laid on the road in front of the luxury house, the residents revealed.

The Daily Mirror learns the transaction has already been finalised with half the price already paid yesterday.

Sri Lanka telecom sector soars on new mobile phone connections

- Sri Lanka`s telecom sector soared in 2006 to 7.3 million users, led by a 59 percent jump in new mobile phone connections on competition and falling call rates, the telecom watchdog has said.

Despite a waiting list of around 366,000 for fixed-line phone services, the Sri Lanka Telecommunications Regulatory Commission said mobile phones, including GSM and
CDMA systems, had allowed rural residents to get phone services immediately.

Fixed-line subscribers rose to 1.9 million in 2006 from 1.2 million a year ago after the commission gave CDMA (code division multiple access) licences allowing three firms to use the cheaper technology and expand in rural areas.

The number of cellular phone users grew to 5.4 million in 2006 from 3.4 million a year earlier, as operators slashed tariffs by up to 40 percent.

Highest birth rate recorded from Embilipitiya

The highest birth rate in Sri Lanka has been reported from Embilipitiya in the Sabaragamuwa province, a Health Ministry spokesman said.

He said the average birth rate of Embilipitiya was only 100 per month in the nineties but it has rapidly increased by 5 per cent after 2000. The improvement of healthcare facilities has attributed this situation. The number of births occurred during the last month in Embilipitiya was 500.

It is also reported that underage marriages is one reason behind this increase. The Ratnapura and Kegalle districts are popular for underage marriages, he said.

The Ministry provided a new Gynaecology Unit to the Embilipitiya Hospital costing Rs. 87 million. The Ministry in collaboration with the World Bank and Sabaragamuwa Provincial Council funded this project. This unit consisting of 100 beds and modern health care facilities for pregnant mothers could handle ten deliveries at once.

Parliament jokes and Montessori theories

Ex-Minister Anura Bandaranaike, after being fired from the UPFA Cabinet, told the press that he was happy to have left a Carnival of Clowns. Buffoonery of politicians appears to be fairly well known. Sometime ago, a film called Parliament Jokes became quite popular. Some politicians have become not only jokers but jokes as well. The problem with political `jokes` is, cynics say, that they get elected. How true!

The latest joke comes from the Opposition. UNP MP Joseph Michael Perera was quoted by this newspaper yesterday as saying that his party would ask the Prime Minister whether there was any truth in the allegation that the Security Forces were not attacking the LTTE in the North in keeping with a secret deal between the government and the LTTE. He said his question was based on a statement by an SLFP dissident. Ex-Minister Sripathy Sooriyaarachchi recently said the military was only capturing empty land in the East without moving into the North. The UNP has apparently taken Sripathy seriously!

Of those voiceless folk

Minister of Local Government and Provincial Councils Janaka Bandara Tennakoon has, as we reported yesterday, said that the rural people are desperately poor. He has hardly made any revelation but his remark that the Local Government institutions must consider it their responsibility to raise the standards of living of the rural poor is of interest. For, politicians, either local or provincial or national, don`t seem to care a damn about alleviating rural or urban poverty. They remember the rural masses only during elections. To those who enter the Local Government politics, Pradeshiya Sabhas and Urban/Municipal Councils are just only stepping stones to the next tier, the Provincial Councils, where politicians are trying to catapult themselves to Parliament.

Nearly one quarter of the population is said to be below the official poverty line but in reality more than one half of the population is poor. Poverty has rendered the rural sector extremely volatile, as was evident from the two abortive yet bloody insurrections in the southern parts of the country. The northern terrorism, too, derives sustenance from the abject poverty in the North and the East in no small measure. However, poverty alleviation has gone the same way as the dengue eradication: There are grandiose plans to remove the scourge but very little gets done on the ground. The problem persists, the people suffer and political windbags bellow rhetoric!

Letting the cat out of the bag

Ousted Minister Sripathy Suriyaarachhi has pooh-poohed the government`s military campaign in the Eastern Province as an exercise in futility simply because the LTTE withdrew, when the army moved in. The real war, he has said, should be fought in the North. He appears to believe that all these months the security forces have been playing marbles in the East, just for the fun of it!

Sripathy is an ex-Navy officer, who, we believe, has at least seen the battlefront proper, let alone being there in action. If he thinks the LTTE has not put up stiff resistance in the East, he ought to explain why the outfit has lost hundreds of cadres and abandoned so many weapons including artillery pieces. Hadn`t the LTTE been controlling Vakarai for ten years before being chased away after fierce fighting a few weeks ago?

Carnival and cricket combine in Caribbean

Carnival and cricket will combine next month for the ninth World Cup spread over as many Caribbean nations and climaxing with the final in Barbados on April 28.

`There`s so many different things in the Caribbean that we can enjoy,` former West Indies captain Viv Richard told Reuters.

`We are a fun-loving, unique people. Apart from that we have got some good sounds. This will be a good opportunity to light the World Cup with some of the sounds of the Caribbean ? they will be amazing.`

Cricket in the West Indies is staged to the sounds of ska and calypso and played before crowds as knowledgeable as any in the world. They will be joined by an influx of visitors determined to savour the heady delights of sun, sea and a two-month, non-stop party.

`We have been playing test cricket since 1928,` said Wes Hall, one of the great Caribbean fast bowlers. `All the major countries have had the World Cup so it`s our turn.`

Prabagaran crowned Royal Challenge All India Amateur golf champion

It was pay back time for three-time Sri Lanka Amateur champion Simarjeet Singh of India as Sri Lankan K. Prabagaran defeated the former on the 35th hole to clinch the 106th Royal Challenge All India Amateur Golf Championship title.

The event, which concluded at the par-72 Coimbatore Golf Club, was the grand finale of the Royal Challenge Indian Golf Tour`s 2006-2007 season.

With this win, Prabagaran becomes the third player from his country to win this prestigious championship.

`I played well in the tournament and I was confident of winning the final,` said Prabagaran who dedicated this win to his family. `I played aggressively today attacking the pin on a consistent basis,` said the champion. `I am delighted with the way I stroked my putts. I started with four birdies and that probably set the tone,` he added.

World Cup wide open says Fleming

New Zealand captain Stephen Fleming believes Australia`s slump in one-day cricket means the World Cup, which starts in three weeks, is wide open.

Australia have lost their last four ODIs, two to England and two to New Zealand, and have also lost their status as the world`s number one team.

Fleming said: `That`s just where international cricket is at the moment.

`We`re going into a World Cup where on any given day there`s up to eight teams that can win it.`

Australia thrashed England in the Ashes and were dominant in the group stages of the Commonwealth Bank tri-series.

But they lost 2-0 to England in the finals and have suffered injury problems to major players.

All-rounder Andrew Symonds and fast bowler Brett Lee are struggling to be fit for the World Cup because of injuries and Ricky Ponting and Adam Gilchrist have been rested for the Chappell-Hadlee Series, which they have lost to New Zealand.
