Does this means these embassies connive with the LTTE on terrorism? Otherwise why these most ruthless terrorists have to appologise to them?

After the Helicopters were attacked SLAF used KAFI
R and MIG diplomacy.
Probably, MBRL diplomacy is not possible because of civilians around. |
