Yes and No. Yes, because as long as the diaspora believes in funding the tigers have the opportunity to buy weapons. No, if the diaspora feels hard done by and MR continues a successful warfare. But the genuine answer here is GOSL wants to show the IC that they are still committed to the cfa despite its trustworthiness is an issue now.
Its also useful how the CFA factor comes to effect in the future with the SLMM leaving Vavuniya. I believe MR plans a political solution while on military operation. The political solution I believe is power devolution without using the word 'Federal' for the Southern folks (this is the point I gather when I left Lanka last time or else JVP may get agitated). What I have heard is he's working on his plan with Witharana, Moragoda and GLP on this and will express sometime in March or April.

I like to believe that MR is planning a pacage of solution, but it will be too little too late for LTTE to accept it! then it will fail.
Further MR has not done the ground work to prepare the southern masses, so it will be easy for JVP to brand any solution as a sell out!!
The reason is we dont know what LTTE are planning to do in the meantime!! They are definitely not weak as the gvt is trying hard to make the masses believe. |

first regarding the CFA, if the sl regime uphold the values of CFA , it must go by all clauses in the CFA and handover vakarai and surrounding areas on a gold plate to the ltte!
secondly
no one can in the world can conduct peace deals while fighting.
war for peace means,
1)more war no peace!
2)the aggressor is pushing a solution down the throat of the victim.
the war for peace strategy expired in srilanka. |

I would tend to agree with your overall assessment of this report..
However Tigeress19 the language in this article is very interesting .. let me elucidate:

Mr.Blake has selected his words very carefully .. what he has said is the requirement for a political package to satisfy 'legitimate aspirations' in PARALLEL with a military thrust.. What he has not made clear is the sole point that a political package is the ONLY solution to satisfy 'legitimate aspirations' vis-a'-vis the tamil tigers..
The other point is;

the distinction here is between the words ''present administration'' and the ''US'' state .. whilst the present administration's foreign policy is not to support a separate state, the wording highlights US foreign policy in general regarding this issue, Democrat or Republican.
However what he has made very clear is; the racists elements within the present government in sri lanka that think they can completely defeat the tigers on the battlefield are sadly in for a rude shock..

It is very likely that US and IC is willing to accepet a Tamil state in Sri Lanka... So, LTTE could set the stage ready for such state... that is the vision of VP, according to people familiar with LTTE hierarchi... |
