In October 2006 the LTTE?s Tamil Eelam Justice Division announced a new Child Protection Act, to come into effect by January 1, 2007.116 The new law sets 17 as the minimum age of recruitment into the LTTE, and stipulates that children under 18 will not participate in armed combat.

Tamilselvan claims that field officers have been given written instructions on procedures to prevent underage recruitment, that all new recruits into the LTTE are screened at least twice, and that any recruits found to be underage are sent home. The LTTE claims that 197 underage children were released by the LTTE between June and November 2006. It states that an additional 115 children who were recruited during 2006 and are still under the age of 17 remain with the LTTE. Contrary to international standards, the LTTE does not acknowledge that children of age 17 should not be recruited, and takes the position that even if recruited below age 17, once children have turned 17 they no longer need to be released.

The LTTE continued to recruit children, however, and as hostilities escalated in late 2005 some parents informed international organizations that the LTTE had threatened them that the LTTE would not provide them with security when war broke out unless they provided a child. During 2006 UNICEF continued to record approximately 50 child recruitment cases a month attributed to the LTTE?nearly five times the number of children released by the LTTE during the same period.

As hostilities escalated in late 2005 and 2006, the number of parents who reported child recruitment cases to UNICEF may have fallen even lower than previously, due to increased insecurity and additional pressures not to report. Some parents, for example, reportedly have been told by the LTTE that if you report to the internationals you will only see the body of your child.

Risks to children in the LTTE's ranks also escalated as major military operations between the LTTE and government resumed. Children became increasingly vulnerable to injury, disability, and death from Sri Lankan army attacks against LTTE bases, and as they were deployed into military operations against governments targets.

Of the total number of LTTE child recruitment cases documented by UNICEF, 1,685 (including 683 who are still under age 18) remain unaccounted for and are believed to be serving with the LTTE. Due to underreporting, the true total of children in the LTTE's ranks may exceed 4,000.

Face it friends, Eelam is a dream denied. Denied by the own action of the LTTE and its supporters. What the LTTE did not gamble on was the resolve of the average Sri Lankan. They gambled on corrupt polticians but misjudged the average joe who will join the forces for the simple reason of not giving an inch. They lost the war when they left behind toddlers without parents after their attacks on border villages, buses and numerous bombs. Those toddlers are now grown up and are prowling the jungles of Thoppigala looking for their mothers killers!

De facto is a Latin expression that means 'in fact' or 'in practice' but not spelled out by law. It is commonly used in contrast to de jure (which means 'by law') when referring to matters of law, governance, or technique (such as standards), that are found in the common experience as created or developed without or against a regulation. When discussing a legal situation, de jure designates lawfully what the law says, while de facto designates action of what happens in practice.
The term de facto may also be used when there is no relevant law or standard, but a common practice is well established, although perhaps not quite universal.

* A de facto government is one that maintains itself by a display of force against the will of the rightful legal government and is successful, at least temporarily, in overturning the institutions of the rightful legal government by setting up its own in lieu thereof

Yes, LTTE is terrorist organization , According to you UN cant make note here..)) So UN helps make a note by via SLG)) I hope I will happen very soon?.. )) 0 what ever terrorist organizations in the world are huge evil for world -,,,, UN and US must help to stop those evil Organization,


This is the difference between your group & Tamils. We tend to think independently whereas you are continuing to depend on external agencies such as the UN & US. Tamil problem would then become UN, US problems which means you are likely to be the medium for the following 9/11.

Pathnabha,

Why don't you enroll your children and grand children into LTTE,


I do not need to enroll with any political party because I am my own political party. My children and grandchildren are automatically members of my party - until they expressly oppose me.

Why they are studying in Australia,


All my children are working in Australia which is also their home. They contribute to the common taxes, thinking and values and their children are benefiting. The government is only a temporary medium through which this is done.

Do you think that they will be Elam administrators once they established Elam, In your dreams.


May be, may be not. What I know is that no child of mine would take what is not his/hers. If and when they do, they would not be my children any more.

LTTE has lost Eastern Province and more than 90% Tamils in Eastern Province are against LTTE.


That is not what I KNOW. Hence I grade you below me in this matter.

GoS will wipe out LTTE from Mulative as well.


Keep dreaming.

After all we will build world's most sophesticated hospital and Medical College in Ex Prbha's (cave) 14 base.


Without Tamils such higher institutions are doomed in Sri Lanka.
