Even today, people in Hambantota are without treated water. Ratnasiri wickramanyake said he would turn sea water to drinking water using descalination plants imported from USA. It never happend, according to him, because of 9/11.
The great reserviors you are talking about are good for bathing dogs and cows. yet the reservoirs built by Gamini Dissanyake under mahaweli provide not only water for irrigation but also generate electricity.
