Sri Lanka says no truce ahead of future peace talks

There would be no point when previous ceasefires had been heavily breached.


Sri Lanka`s government is unwilling to observe a truce ahead of any peace talks with Tamil Tiger rebels, Foreign Minister Rohitha Bogollagama said on Tuesday.

There would be no point when previous ceasefires had been heavily breached by the rebels, the minister told a Tokyo news conference.

`We`re always maintaining our position that we are ready to talk with the LTTE ... if they wish to indulge in a more reasonable approach,` Bogollagama said.

The foreign minister and his president, Mahinda Rajapaksa, were in Tokyo for meetings with the Japanese government, a major donor to the war-torn country who this week offered to send a mediator to help get peace talks back on track.

UK: LTTE must change its ways, no intervention in Sri Lanka

The British High Commissioner to Sri Lanka, Dominick Chilcott, said Monday that President Mahinda Rajapakse must make an offer acceptable to moderate Tamils because the LTTE would not accept a negotiated solution within a united Sri Lanka. Mr. Chilcott accepted, however, that the President had to be able to `sell the solution` to the majority Sinhalese. The international community has no plans to intervene in Sri Lanka to exercise the responsibility to protect, he further said.
Mr. Chilcott was speaking at the Dudley Senanayake Memorial Lecture, his final public appearance before his posting as number two in the British mission in Washington early next year.

Eastern Tamils in Sri Lanka rally against Tigers and their political ally

A large protest rally organized by Thamil Makkal Viduthalai Pulikal (TMVP), a political party led by former Tamil Tiger leader in the East Karuna Amman, was staged in the Batticaloa town today.

Over 5,000 people, mostly Tamils were seen marching, yelling slogans against the Tamil Tigers and their political ally, Tamil National Alliance (TNA).

According to a press release issued by TMVP, the aim of the protest is to force the TNA MPs for the Eastern Province to not to block the development activities presently undergoing in the East on the orders of Tamil Tigers.

The party is also preparing to hand over a petition extending support to eliminate Tiger terrorism, media reports said.

LTTE braces for a second front in north

The army is on the offensive in the general area west of Omanthai, with the current focus being the area south of Adampan, an LTTE stronghold now under intense pressure.

The LTTE is believed to have shifted some of the experienced units from the Vanni front for re-deployment along the Muhamalai line and elsewhere. Authoritative military officials said that this was due to their belief that the army would make a thrust across the northern front.

The launch of large scale operations on another front is expected to cause serious difficulties to the LTTE, particularly at a time it is experiencing a severe shortage of ammunition.

Military Spokesman Brigadier Udaya Nanayakkara yesterday said that ground troops were making good progress on the Vanni front.`We have inflicted sizeable losses on the enemy over the past several months and they are being forced to re-think their strategy,` he said. According to him, the LTTE had replaced some of the experienced units with fresh recruits and women cadres. Nanayakkara said that the LTTE was in the process of re-deploying units, strengtheing positions, particularly the Muhamalai line.

Minority Tamils in Sri Lanka`s capital are running a gauntlet of arrest and intimidation as fighting escalates between government troops and Tiger rebels, community members and rights groups say.

Harassed at security checkpoints and arbitrarily arrested from their homes and workplaces, Colombo`s Tamil`s are being subjected to what human rights groups have described as `collective punishment.`

Last weekend, at least 2,200 Tamils were rounded up by security forces -- days after twin bomb attacks in Colombo left 21 people dead and over 40 wounded.

Mary Sinniah, 64, had to travel to Colombo from Kahawatte in the island`s southeast to find her 22-year-old son Perumal Raja, a labourer who was detained during the crackdown.

`The police said he did not have proper papers. They said he was a terrorist suspect,` Sinniah told AFP.

Lanka to give citizenship to 28,500 refugees

As many as 28,500 `plantation Tamils` of Sri Lanka, who have been living as refugees in Tamil Nadu, will be given Sri Lankan citizenship soon.

These persons, who were treated as `stateless` people in Lanka, came to India as refugees prior to 1990 due to the ethnic conflict in the island nation.

`Our government`s efforts to grant citizenship to these 28,500 people living in India, were already placed before Parliamentary Select Committee,` said Sri Lankan Deputy High Commissioner P M Amza here on Friday.

He was addressing a programme in the city, which was organised to distribute hall tickets to 81 Lankan refugee students to take General Certificate Examination (GCE-ordinary level) in Chennai from December 10 to 20.

Sri Lanka Seeks Access To Top Ltte ..

Although India has overlooked previous requests for access to LTTE operatives in her custody on, what a senior official called, domestic political reasons, Sri Lanka is confident that a chance to question Jayakumar (34) alias Gowrishankar, a senior Sea Tiger in Indian custody wouldn`t be denied.

Jayakumar, believed to be one of the highest ranking LTTE operatives arrested in India after the Norwegian-arranged CFA came into operation in February, 2002, is widely believed to be a central figure in the LTTE arms procurement ring. Under interrogation, he has revealed the financial support received from the UK based LTTE organisations in support of the operations in Sri Lanka.

When one charity is banned LTTE finds another to raise funds in the UK

How did the LTTE terrorist`s front organization which operates under the disguise of `White Pigeon` charity succeed to continue the activities of the defunct UK charity TRO (Tamil Rehabilitation Organisation?)

UK sources indicate that a major fund raising programme has been organised to take place on the 12 January 2008 under a pseudo name of `Mega Musical Festival - 2008` and the venue, is going to be the Alexandra Palace in North of London, one place, for some unknown reason, the LTTE does not seem to have any problem in booking the massive hall which can accommodate 10,000 people, despite the terrorist outfit is banned in the UK under the Prevention of Terrorism Act.

It is equally ironic how the Terrorists have managed to get down officially a few Tamil Nadu cinema stars and entertainers costing them over ?30,000 ( Rs.6,840,000). The cost of hiring the hall is expected to be in excess of ?25,000 ( Rs.5,800,000). Entry tickets for the show are going to be priced at ?25 (single) ?75(family), and?100(VIP).

Seven Pyramid scheme racketeers arrested

The Southern Province Police Crime Division raided a hotel in Wellahengoda in Ahangama and arrested four women and three men while they were in the course of delivering lectures to an audience on how to make money through the pyramid system.

Statements were recorded from 43 persons who were in the audience and they were released. The seven lecturers who are suspects were due to be produced in Court.

The audience had been told that they should initially deposit Rs 60,000 and would be entitled to dividends many times more. The pyramid system of money making had been rampant in the Southern province a few years ago and several people were duped into parting with large sums of money. The Central Bank issued a warning to the public earlier not to fall prey to pyramid racketeers.

No HR `through weapons`

A country could not safeguard human rights by using arms, Sri Lanka`s Chief Justice said.
Delivering a keynote address to mark International Human Rights Day, Sarath Nanda Silva said peace cannot be achieved through war.

`There is nothing called human rights that can be established through weapons. There is nothing called human rights that can be established through war,` the Chief Justice said.

Everybody should be regarded as equals in front of the law irrespective of race, religion or other differences.

Govt will win Budget vote with ease - Minister Maithripala Sirisena

The Government will pass the budget with a majority of votes at its Third Reading despite Opposition Leader Ranil Wickremesinghe`s attempts to weaken the Government in Parliament, SLFP General Secretary Minister Maithripala Sirisena said.

Minister Sirisena said that Opposition Leader Wickremesinghe had failed every step of the way to topple the Government. `Wickremesinghe is misleading the public in his campaign to topple the Government,` he added.

Minister Sirisena pointing to the Opposition Leader`s campaign against the Government and President Mahinda Rajapaksa, said Wickremesinghe should learn how to speak in public and act as a responsible leader.

Police beat back student demo

Police used force to disperse hundreds of unruly undergrads who attempted to break through barriers on their way to Higher Education Ministry in Ward Place, Colombo yesterday.

Students were baton charged, tear gassed and later thrashed by Police anti-riot squad using water cannon.

Ten undergraduates were arrested while six others were hospitalised with minor injuries, undergrad sources said.

The ten students were produced before the Fort Magistrate and were remanded until next Thursday (13), according to the police.

Undergraduates organised by JVP-controlled Inter University Students Federation launched a protest march from the Viharamahadevi Park

calling upon authorities to shift the Buttala Applied Science Faculty of the Sabaragamuwa University to the main university premises in Belihul Oya.

British High Commissioner flayed both Sri Lanka Government and the LTTE

British High Commissioner took to task equally Sri Lanka Government as well as the LTTE. He was equally critical of both the protagonists of the conflict. He reprimanded the Government for demonizing the UN Agencies, NGOs and their staff on the basis of wholly unsubstantiated allegations. He urged that the Sri Lanka government should make clear it does not support the JVP`s campaign against UNICEF. He hastened to state that similarly there should be no further equating support for human rights and the rule of law with support for the LTTE. This is a particularly ironic position, in any case, as the LTTE show no understanding of human rights norms and they rule by fear and terror. `Being critical of the government`s record on human rights does not mean you support the LTTE. For the record, let me say again, the British government, which outlawed the LTTE in 2001, unreservedly condemns the LTTE`s terrorist activities,` British High Commissioner said.

Japan pledges Yen 1.9b aid for Sri Lanka

Japan pledged economic and financial assistance worth Yen 1,900 million to Sri Lanka as President Mahinda Rajapaksa met top Japanese leaders in Tokyo yesterday.

During discussions with Japanese Prime Minister Yasuo Fukuda and Foreign Minister Masahiko Komura, Sri Lanka thanked Japan for the assistance extended by the Japanese Government in the past and proposed several projects which needs international financial assistance.

Among the proposed projects were setting up of a National Workers` Hospital (a budget hospital for working class), Moragahakanda project, construction of a modern training school for nurses, a Liquid Nitrogen Gas (LNG) project and Eastern development. Sri Lanka also sought more employment in Japan for its skilled workers and professionals.

`Look at India`s beer policy,`` Sri Lanka`s major brewer tells government

Ceylon Brewery PLC, a major player in Sri Lanka`s beer industry, and its subsidiary, Lion Brewery (Ceylon) PLC, have made pointed reference to India`s approach towards soft alcohol which is opposite what prevails in Sri Lanka.

`Whilst the policy environment and market conditions remain unfavourable to soft alcohol in Sri Lanka, the opposite is true in India the beer industry is savouring significant growth and is attracting large investments from brewing giants from across the world,` Carsons Management Services (Pvt) Limited, managers for both companies said in a review of operations for the half year ended September 30, 2007.

They reported `a significant improvement in operating profit before finance changes as a result of focused cost rationalization` at Lion which is the manufacturing unit of the Carsons beer segment.

Pied Pipers in red calling the tune

Chairman of the University Grants Commission (UGC) Prof. Gamini Samaranayake has lambasted the university student unions and sought to ridicule their leaders by saying those who couldn`t get through their first year university examinations are trying to teach the UGC and the university authorities how to run the seats of higher learning. He has also faulted ultra radical political forces for using students as a cat`s paw to further their sinister interests.

One cannot but agree with Prof. Samaranayake. It is not the voice of the ordinary students that we hear through the student unions. We hear the voice of a bunch of anarchists masquerading as the greatest democrats to have ever inhabited this planet. They have hijacked the genuine grievances of the students to gain some legitimacy for their political project.

Striking the right balance

Predictably, the judgment of the Supreme Court on the checkpoints has provoked a national debate. There are, no doubt, many pros and cons to this issue and we`ve been hearing them all of last week. The No Limit bomb at Nugegoda, followed hard on its heels by the Kebetigollewa atrocity supported the argument that those responsible for ensuring the security of ordinary people must be given a free hand to do what they believe in good faith to be necessary for the greater good of the community. Inconveniencing or even doing a downright injustice to some in the interest of the common weal must be condoned, goes this line of thought. It has also been heatedly urged that human rights activists parroting the refrain that a democratic state cannot resort to the tactics of a fascist terrorist take a look at what prevails in the LTTE-held Wanni where infiltration is next to impossible. But it must be admitted that despite all the checkpoints, areas under government control have more holes than a sieve and getting through most cordons is child`s play to trained suicide bombers and would-be assassins. Yet, there is no escaping the fact that they are a deterrent to terrorists.

`In times of war, the law falls silent` ? Not always

Checkpoints in the city disappeared following Monday`s Supreme Court ruling. The public who had to undergo untold hardships at those places must be heaving a sigh of relief. But, many seem to worry about the fallout of the withdrawal of the checkpoints at a time the LTTE is stepping up infiltration with a view to wreaking havoc in the city and other civilian centres.

The learned judges know best when it comes to the law. And the Generals and the police top brass know best when it comes to security. What we are experiencing as regards the Supreme Court ruling on checkpoint is the predicament of a democratic state. We have to strike a fine balance between the law and the war. A democratic state battling terrorism has its work cut out in that it cannot match the modi operandi of the enemy. The LTTE has turned the mono ethnic enclave under its control into a hellhole sans democracy and therefore it is able to control infiltration effectively.

Vandort, Jayawardena soak up crippling blow

Mahela Jayawardena and Michael Vandort painstakingly laboured to steer Sri Lanka away from a gaping hole after England threatened to create a sensation on the afternoon of the second day of the second cricket Test at the Sinhalese Sports Club ground in Clombo yesterday.

England almost busted the Sri Lankan innings with a crippling blow that paralyzed the innings when they terminated the world`s best batsman Kumar Sangakkara with the total at 22 and the worst may have followed had close-in fielder Alistair Cook swallowed Vandort when the left-hander offered a sharp chance against a ball from paceman Chris Broad with his score 15.

But England`s fancied chances of dealing an ultimate deadly blow was thwarted by Vandort and Jayawardena who soaked up more than two hours of batting to keep the tourists at bay as they took the total to 105 for 2 after England were curtailed to 351.

Royal in command

Royal College took first day`s honours when they posted 191 for six after restricting Richmond College to 137 runs on the first day of their Inter School First XI match commenced at Uyanwatte Stadium on Thursday.

Batting first, Richmond were bowled out for 138 as Haroon Mowjood and Sahan Hettiarachchi shared eight wickets between them.

In reply, Kaushal de Silva top scored with 52 runs helping Royal to post 191 for six at close.

Scores:

Richmond: 138 all out in 42.2 overs (Asith Weerasuriya 51 Sahan Hettiarachchi 4/44, Haroon Mowjood 4/60)

Are Sri Lankan batsmen `flat track bullies`

Several years ago the former Pakistani Captain Imran Khan referred to one of his former team mates Salim Malik as a ``flat track bully.`` I was rather surprised to read this comment as Malik had performed very well for the Pakistani team since his debut Test Match against Sri Lanka in 1982 when he scored a century as an 18 year debutant. Malik scored 5,768 test runs at an average of 43.70 and went on to captain the Pakistani team although he was ultimately dropped from the team after being accused of match fixing.

The reason for Imran to describe Malik as a `flat track bully` was because Malik scored most of his runs on the flat pitches in Pakistan and faltered when he toured outside Pakistan. It must be remembered that Malik did have to face up to the hostile pace of the West Indians fast bowlers for more than a decade. Imran went on to say that he would prefer to have batsmen in his team who may not be as talented as Malik but was made of sterner stuff when the chips were down. He in fact praised his wicket-keeper Salim Yousuf, an ungainly batsmen but a player with a big heart and a man for a crises.
