Lanka to give citizenship to 28,500 refugees

As many as 28,500 `plantation Tamils` of Sri Lanka, who have been living as refugees in Tamil Nadu, will be given Sri Lankan citizenship soon.

These persons, who were treated as `stateless` people in Lanka, came to India as refugees prior to 1990 due to the ethnic conflict in the island nation.

`Our government`s efforts to grant citizenship to these 28,500 people living in India, were already placed before Parliamentary Select Committee,` said Sri Lankan Deputy High Commissioner P M Amza here on Friday.

He was addressing a programme in the city, which was organised to distribute hall tickets to 81 Lankan refugee students to take General Certificate Examination (GCE-ordinary level) in Chennai from December 10 to 20.

Supreme Court Rule: All permanent road barriers should be removed

Acknowledging that the removal of permanent barricades on Colombo roads would be a severe hindrance, the government yesterday emphasized that checks would continue.

`We`ll have no option but to change our strategy accordingly,` a senior Defence official said.

According to him, checkpoints manned jointly by security forces and police would continue to function in the city and its suburbs. There wouldn`t be steel barriers and sand-bagged positions on the road but troops would man roadside positions and subject vehicles and pedestrians to checks. Security checks continued at all entry points to the City yesterday.

Another said that some have misinterpreted the recent Supreme Court declaration that permanent road barriers weren`t authorised by the law. Monday`s order given in respect of a fundamental rights application filed on behalf of W. I. S. Ferna

Sri Lanka`s Murali and Sangakkara reach the top of world cricket rankings

Sri Lanka`s ace spin bowler Muttiah Muralitharan and star batsman Kumar Sangakkara have reached the top in world cricket ratings after yesterday`s match against England.

Murali, after setting the record as the world`s highest wicket taker in test cricket, has been rated the number 1 bowler in the world. Murali had held the same position a couple of times earlier.

Meanwhile, Sangakkara has become the world`s number 1 batsmen as he also became the first batsman to score more than 150 runs in four consecutive innings. Sangakkara was at the number 3 position at the last ranking.

Sri Lanka fears more attacks on civilians

Sri Lanka warned of more Tamil Tiger attacks against civilians Thursday, a day after the guerrillas were accused of setting off a road side bomb blast that killed 16 bus passengers.

Media Minister Anura Yapa said Wednesday night`s bombing of a crowded civilian bus in the north-central region of the island was the work of the Liberation Tigers of Tamil Eelam (LTTE).

`We believe that the LTTE is a desperate organisation and will try this type of ruthless attacks against civilians,` the minister told reporters here. `We, the government, condemn this and the government will take appropriate action to protect the people.`

One more wounded passenger died of his injuries at the Anuradhapura hospital Thursday, raising the death toll to 16, police said.

Claymore explosion in Kebitigollawe, civilians killed

10 civilians were killed and 40 wounded when a Sri Lanka Transport Board bus was caught in a Claymore explosion Wednesday around 8:00 p.m. at Abimanagama near Dhammanawa in Kebitigollawe division in the Anuradhapura district, 23 km southeast of Vavuniyaa, police said.

Last year, in June, 64 passengers were killed in a similar Claymore explosion in the area.

Sri Lanka tells UNESCO to retract statement on VoT

The Government has registered its strong protest at the recent statement made by the Director General of UNESCO Koichiro Matsuura, in which he has `condemned` the air strike on the Voice of Tigers (VoT) radio station, which has been described as a `civilian` radio station.

Sri Lanka has demanded the retraction of the Director General`s statement.

Sri Lanka`s Ambassador in France and Permanent Delegate to the UNESCO, Chitranganee Wagiswara yesterday handed over a letter of protest from the Government of Sri Lanka, addressed to the Director General of UNESCO.

In it the Ambassador noted that the Government was surprised that the UNESCO saw it fit to issue such a statement on an attack on a clandestine radio station directly operated by the LTTE, a well known terrorist organisation, which is proscribed in a number of countries including India, US, Canada as well as the member states of European Union.

Three LTTE spies detained

Three Tamil persons, who were taken into custody on suspicion of being engaged in spying for LTTE, were produced before Mt. Lavinia Magistrate Ayeshani Jayasena yesterday.

The Magistrate ordered the suspects to be held in custody for 90 days under Detention Orders issued by the Additional Defense Secretary.

Of the three suspects, two named Yogaraja Gunasilan and Sri Skandaraja are residents of Jaffna. The other suspect identified as Balachandra Christy Anthony, is a resident of Mt. Lavinia. On a tip off, a Police party from Mt. Lavinia Police, under the direction of Chief Inspector Lalith Abeyratne, led by Mahes Niroshan Perera raided the Sinchi Hotel in Roberts Place Mt. Lavinia and took the suspects into custody. Police informed the Courts that further investigations are in progress.

Countrywide blackout due to defective valve

The countrywide blackout experienced between 5.00 a.m. and 6.00 a.m. yesterday was due to a technical problem at the Kelantissa Combined Power Plant, a senior engineer of the Ceylon Electricity Board (CEB) said.

He told The Island that it was the first time that the entire country had experienced a blackout due to a technical problem. Power was restored within one hour, but, the cause of the technical problem was identified only around 9.00 a.m.

The Island learns that the Kelanitissa Combined Power Plant, which usually generates 165 MW, was generating only around 100 MW during off-peak hours. An engineer also said that the system was connected to 12 other generators and if anything goes wrong, the other generators would do the needful. But yesterday was the first time all generators failed, he said.

Unicef Was Summoned, Five Issues Cl..

Foreign Minister Rohitha Bogollagama, in a special statement, told Parliament yesterday that he had given due consideration to statements made by JVP Parliamentarian Wimal Weerawansa in the recent past concerning activities of the United Nations International Childrens Emergency Fund (UNICEF). Following the JVP`s allegations against UNICEF, the UN Resident Coordinator and the Country Representative of the UNICEF were summoned to the Ministry of Foreign Affairs on November 28 and 29 and the Government`s

concerns were expressed and clarification sought on five matters, (a) the import of Meals Ready to Eat (MRE) by the UNICEF (b), participation of UNICEF staff members in local demonstrations (c) use of bullet proof vehicles and (d) UNICEF`s involvement in TRO activities.

Jeyaraj tells Ravi not to waste time

Chief Opposition Whip Jeyaraj Fernadopulle, answering a question, from Colombo District UNP member Ravi Karunanayake, on the budget deficits for the last 15 years and the reasons for the deficits in those years, told Karunanayake that he could have got all those statistics from the Central Bank reports without taking the time of the Parliament to ask questions on published information.

Karunanayake had been noted for raising a large number of questions in Parliament asking for various statistics of previous years on statistics available in public documents.

JVP backs defence budget

The JVP which voted against the second reading of the Budget 2008 on November 19 voted for the Defence Budget at the committee stage in Parliament with the SLMC and CWC also voting for.

The votes of the Defence and Public Security and Internal Administration got 141 ayes with the UPFA, UNP rebel group, JVP, JHU, SLMC and CWC voting together while the UNP main group in the Opposition abstained. However, UNP MP T. Maheswaran voted against the defence budget with the TNA.

Only 14 members voted against the defence budget which was passed by a majority of 127 votes.

The UNP yesterday queried in Parliament as to why the Government was reluctant to ban the LTTE despite urging foreign nations to do so in their respective countries. UNP MP Ravi Karunanayake posed this question to the Government during cross talk triggered by Foreign Minister Rohitha Bogollagama condemning UNESCO which had criticized the Air Force attack on the `Voice of Tigers` radio station in Kilinochchi.

Six arrested with batteries bound for Jaffna

Over ten thousand pen torch batteries were seized by the Anuradhapura Police at the Potanagama check point.

Six youth, who were in the van transporting the batteries, were arrested. They told the Police the batteries were meant for sale in Jaffna.

Dialog initiates reduction of m-waste

Dialog Telekom launched Sri Lanka`s first mobile phone battery and handset take back initiative aimed at reducing electronic (mobile) waste (m waste) that would cause health hazards in the near future.

`Environmental protection is something that we have always believed in and have upheld in our corporate social responsibility initiatives. As espoused in our company`s values we are committed to doing `business the responsible way` and this programme is a proactive step that will help mitigate the adverse effects that m- waste has on the environment,` Dialog Group Chief Executive Dr. Hans Wijayasuriya said.

With the rapid expansion that we are witnessing in the industry, addressing the issue of m- waste has become a topical necessity, he said. The m-waste take back initiative will have significantly positive impact on the environment going forward, and we are confident that the lead we have taken will be supported by other industry players. Our CSR initiatives have consistently championed social and environment issues with a view to seeding and consolidating solutions which are sustainable in the long run, he said.

Tata sells 5000 mini trucks in Sri Lanka

Tata Motors on Monday said it has sold 5000 vehicles of its Tata Ace mini-truck in Sri Lanka.

`The demand for the sub-one tonne mini truck developed by the Tata`s had picked up ever since the vehicle was launched last year with sales touching 5,000 vehicles in November,` Diesel & Motor Engineering PLC (DIMO) which is the sole distributor for Tata vehicles in Sri Lanka said in a statement.

Sri Lanka was the first country outside India where the Tata Ace was launched after successfully competing domestically with the prevalent three-wheeler goods carriers in India from other automakers. This Tata Ace mini-truck was launched in India in May, 2005.

`In times of war, the law falls silent` ? Not always

Checkpoints in the city disappeared following Monday`s Supreme Court ruling. The public who had to undergo untold hardships at those places must be heaving a sigh of relief. But, many seem to worry about the fallout of the withdrawal of the checkpoints at a time the LTTE is stepping up infiltration with a view to wreaking havoc in the city and other civilian centres.

The learned judges know best when it comes to the law. And the Generals and the police top brass know best when it comes to security. What we are experiencing as regards the Supreme Court ruling on checkpoint is the predicament of a democratic state. We have to strike a fine balance between the law and the war. A democratic state battling terrorism has its work cut out in that it cannot match the modi operandi of the enemy. The LTTE has turned the mono ethnic enclave under its control into a hellhole sans democracy and therefore it is able to control infiltration effectively.

A low intensity genocide

The Cannibal of Wanni has preyed on another busload of men, women and children. Over fifteen people were killed and many more injured in a claymore mine attack the LTTE mounted on a civilian bus in Kebithigollewa on Wednesday. That cowardly act of naked terrorism came close on the heels of a parcel bomb that killed about twenty people at Nugegoda last week.

Prabhakaran blinded by a frenzy of rage has fought his way into a trap of his own making, spurning every opportunity to resolve the conflict peacefully. Piqued, beleaguered and desperate, he is capable of any crime. He seems determined to plunge the country into a bloodbath once again, seeking foreign intervention. For, the Tiger chief is aware that the military onslaught on the horizon is too serious a threat to be overcome by occasional raids like the recent one at Anuradhapura. And the Wanni would be too small an area for him to hide in, should the army move in.

Towards a new trade union culture

Sri Lanka`s health indices are often on par with those of the developed world. This is an envious record for a Third World country. Sri Lanka`s superb performance in the health sphere can be attributed to a superior healthcare system run by the Government.

All Sri Lankan Governments have developed this free healthcare system which affords everyone an opportunity to seek medical treatment at no cost. Budget 2008 has also given priority to the development of the health sector.

It is mostly the poor and middle income earners who patronise State hospitals as wealthy individuals avail themselves of the services at private hospitals around the island.

Such a State-owned healthcare and hospital system can only function effectively as long as the employees work honestly.

Royal in command

Royal College took first day`s honours when they posted 191 for six after restricting Richmond College to 137 runs on the first day of their Inter School First XI match commenced at Uyanwatte Stadium on Thursday.

Batting first, Richmond were bowled out for 138 as Haroon Mowjood and Sahan Hettiarachchi shared eight wickets between them.

In reply, Kaushal de Silva top scored with 52 runs helping Royal to post 191 for six at close.

Scores:

Richmond: 138 all out in 42.2 overs (Asith Weerasuriya 51 Sahan Hettiarachchi 4/44, Haroon Mowjood 4/60)

Are Sri Lankan batsmen `flat track bullies`

Several years ago the former Pakistani Captain Imran Khan referred to one of his former team mates Salim Malik as a ``flat track bully.`` I was rather surprised to read this comment as Malik had performed very well for the Pakistani team since his debut Test Match against Sri Lanka in 1982 when he scored a century as an 18 year debutant. Malik scored 5,768 test runs at an average of 43.70 and went on to captain the Pakistani team although he was ultimately dropped from the team after being accused of match fixing.

The reason for Imran to describe Malik as a `flat track bully` was because Malik scored most of his runs on the flat pitches in Pakistan and faltered when he toured outside Pakistan. It must be remembered that Malik did have to face up to the hostile pace of the West Indians fast bowlers for more than a decade. Imran went on to say that he would prefer to have batsmen in his team who may not be as talented as Malik but was made of sterner stuff when the chips were down. He in fact praised his wicket-keeper Salim Yousuf, an ungainly batsmen but a player with a big heart and a man for a crises.

New ball bails out Sri Lanka

Sri Lanka brushed off an amazing England rearguard action and pulled off a breathtaking 89-run victory in the nick of time on the fifth and final day of the first cricket test here at the Asgiriya stadium yesterday to grab a 1-0 lead in the three match series.

Ian Bell and wicket keeper batsman Matthew Prior produced a late fight back, and threatened almost to take the game away to a draw in a fighting seventh wicket stand of 109 after an initial domination by the home side on the final day.

`Ian and Matt showed a lot of character. But unfortunately their attempt finished 20-30 minutes short` said England skipper Michael Vaughan who also singled out man of the match Kumar Sangakkara to have taken the game away from them.

However, Sri Lankan bowlers who looked ineffective and average in the afternoon on either side of the tea break when Bell and Prior dictated terms, grabbed back the reins with the second new ball, just in time to snatch the final four wickets within nine overs.
