Couple of vicious dogs would have done the job.
Perimeter security can be enhanced with few motion detectors and surveillance close circuit in addition to 24/7 guard posts. Is it true that they had some sort of celebration at Saliyapura the day before or was it UNP mud slinging?
Either way, the base commander or somone higher should be held responsible and should leave the post to allow someone more capable to do the job.
