Lankan child star creates history

The child actress Jayani Sarala will create film history when she appears at this year`s Oscar awards ceremony representing Academy award nominated `Water` directed by Indian born Canadian director Deepa Mehta.

Sarala, a grade 7 student from Sanghamitta Balika Vidyalaya, Galle is the first Sri Lankan to make it to Hollywood through a film that was nominated for the final round of the Oscars. `We went into ecstasy when Deepa conveyed us the good news on Tuesday night,` said Sarala`s mother Mrs. Bhawani Kariyawasam.

Ever since the nomination for the last five films in the Best Foreign Language film category was announced, Sarala has been the focus of both foreign and local media.

`We have been receiving numerous calls from foreign media as well as Sri Lankans in Canada and the US just after the announcement of the nomination last Tuesday,` said Mrs. Kariyawasam.

6 reported missing in Chavakachcheri, SLA bans bikes in town

Six Tamil youths who were in Chavakachcheri town Tuesday were reported missing after Sri Lanka Army troopers launched an extensive search and cordon operation in the town Tuesday, arresting and releasing more than one hundred youths, after a bomb attack that killed an SLA soldier and 2 civilians.
The father of one of the missing youths has lodged a complaint at the Jaffna office of the Sri Lanka Human Rights Commission (SLHRC).

Meanwhile, the Sri Lankan troopers on Wednesday imposed a new rule, banning the entry of bicycles and motor cycles in the Central Business Area of the town, and instructed the public to park their two-wheelers at a spot 400 meters from the town, which remained mostly deserted Wednesday.

Rights report slams Sri Lanka over child soldiers

A leading human rights group has slammed Sri Lanka for conscripting hundreds of child soldiers to fight against Tamil rebels, saying the police had turned a blind eye to the practice for years

New-York based Human Rights Watch (HRW) accused the government of `hypocrisy`, saying in a 100-page report that Colombo was guilty of the same practice for which it had denounced the Tamil Tigers.

`After years of condemning child recruitment by the Tamil Tigers, the (the Sri Lankan) government is now complicit in the same crimes,` said HRW child rights advocate Jo Becker in a statement.

The rights group confirmed a
United Nations charge in November that Sri Lankan forces were collaborating with a breakaway faction of the Tamil Tigers known as the `Karuna group` in rounding up youngsters to be enlisted.

Mangala comes out against President

Foreign Minister Mangala Samaraweera yesterday sent a confidential letter to President Mahinda Rajapaksa requesting him to reconsider the decision to accept the UNP dissidents, highly placed government sources said.

In the letter copied to President`s advisers Basil Rajapaksa and Dallas Alahapperuma, Mr. Samaraweera reminded President Rajapaksa that with the backing of the JVP and the JHU, the government was anyhow commanding a majority with 135 seats in parliament.

SLA soldier, 3 civilians killed, 20 injured in Jaffna bomb explosions

Three civilians, including an elderly woman was killed and twenty civilians injured, seven seriously, in two incidents of bomb explosions in Chavakachcheri and Manipay, Tuesday morning, sources in Jaffna said. A Sri Lanka Army soldier succumbed to his wounds and three other troopers were wounded in Chavakachcheri explosion, SLA sources in Jaffna said. Tension prevails in Jaffna after the suspicious bomb attacks inflicting civilian casualties during the rush hours near Chavakachcheri New Market and in Manipay.

Thavarajah Poopathi, 50, from Katkuli Road, Chavakachcheri was killed and sixteen civilians wounded, seven of them seriously, when a bomb hidden in a motorbike exploded inside the Chavakachcheri town area along Thanankilappu, Kerativu road branching towards the east from the town at 8:00 a.m Tuesday morning.

Govt ready to stop fighting

The government yesterday vowed to stamp out the LTTE, after capturing a key stronghold, but said the rebels could avoid more fighting if they agreed to peace talks.

Sri Lanka`s government drove out the Tigers from their last coastal enclave in the east-- which belonged to the rebels under the terms of a now tattered 2002 ceasefire -- after weeks of fierce artillery duels.

The government`s ultimatum came hours after the military and LTTE clashed at sea off the northern tip and as troops scoured for routed Tigers trying to withdraw to camps in the jungles of Thoppigala.

`Thoppigala is a bit of a volatile area, which runs the risk of forces being attacked from time to time, so we will have to eliminate that risk as well,` Defence Spokesman and government minister Kehelia Rambukwella said in a telephone interview.

Drug addicts molest working girl

Mt. Lavinia police have taken into custody four men suspected of molesting a working girl at a `Karoke` night club, in Mt. Lavinia.

On a tip-off, the police have rounded up the suspects at Watarappala road, Mt. Lavinia.

Senior police superintendent K. Arasarathnam said a child had informed the police the number of the three-wheeler, and it had helped them to trace the culprits.

The victim is under treatment at the Kalubowila hospital.

Oslo-funded analysis on Lankan Police costs US$ 79,000

As part of a heavily overseas funded anti-corruption drive, Norway had funded a study on the Sri Lanka police during Chandra Fernando`s tenure as the Inspector General of Police.

The study had cost the Norwegian Agency for Development Aid USD 78,879. The project is the first foreign funded study on the Sri Lankan police. Transparency International Sri Lanka (TISL), which is the local chapter of Berlin headquartered-Transparency International (TI), had conducted the project.

The twofold study - first involving the police (provider survey) and the public (public attitude survey) had been conducted by Social Indicator - a social research organization on behalf of TISL. The study had been conducted in February-March 2005. TISL had published the findings in a 106-page book titled In Pursuit of `Absolute Integrity`-Identifying Causes for Police Corruption in Sri Lanka which made a series of recommendations to improve the police service. The recommendations were aimed at overcoming shortcomings and improving recruitment, structure, training, promotions, transfers, salaries, wages and allowances, rewards and punishments, disciplinary procedure and human rights. The recommendations included a call to re-structure the police. Under sub-title Structure (10.1.2) the TISL report said, `Lack of supervision within the department has been highlighted by many experts and senior police officers. It seems difficult for the Central Police to handle over 65,000 officers under one leadership. The structure is further weakened by having more officers in the middle of the administrative pyramid. Hence we recommend that the present cadre and the structure if the police should be re-considered at the policy level.`

The former Commissioner General of the Department of Registration of Persons was yesterday ordered to be detained for further questioning after documents forwarded to obtain forged NICs for a suicide bomber were recovered from his residence.

The CID told the Colombo Magistrate that the identity card issued to the suicide bomber who attempted to assassinate Defence Secretary Gothabaya Rajapaksa had been issued by the unit handled by Commissioner General Vijaya Ranasinghe.

The CID also told Additional Magistrate Manjula Thilakaratne that an application forwarded to obtain a forged identity card for another suicide killer was also found at the residence of Mr. Ranasinghe who is under detention order now. The forged documents forwarded to obtain an identity card for the female suicide killer who blasted herself at Kollupitiya police station was found among other documents at Mr. Ranasinghe`s house, the CID told Courts.

Reformists to cross over this week?

UNP reformists who are set to join the Government are currently working out the MoU to be signed with President Mahinda Rajapaksa, reformist sources said.

A reformist UNP MP told the Daily Mirror yesterday they would be sworn in as Cabinet Ministers at an auspicious hour this week end, despite some party seniors mooting the idea of forming a common mechanism for both the parties to work together.

The Government has appointed President `s Counsel D.S.Wijesinghe to draft the MoU with reformist leader G.L. Peiris who will be assisted by a team of lawyers.

The reformist MP said strategies on good governance and national development would be the key components of their MoU with the President.

Sri Lanka: SLA shelling kills mother, wounds children in Pt. Pedro

A 34-year-old mother was killed on the spot and her two children were wounded in indiscriminate artillery shelling from Sri Lanka Army base in Palaly and Pallappai camp towards Vadmaradchi north in the wake of the clash between Sea Tigers and Sri Lankan military in the Point Pedro harbour Sunday.

The fragments of the shells that hit the ground near Alvai Sri Lanka School killed the mother. The victim was identified as Gracian Panumathy, 34.

Her two children were injured in the incident.
The dead body of the victim is kept at Manthikai hospital morgue.

`MPs who crossover must follow govt. policies`

President Mahinda Rajapaksa yesterday assured the JHU he would not accept any member to the government unless they pledge not to violate the Mahinda chinthana policies.

President Rajapaksa told a JHU delegation which met him yesterday that the UNP and SLMC members willing to crossover would have to work according to government policies.

JHU Media Secretery Nishantha Sri Wanasinghe said the President assured the JHU delegation that he would not go against the people`s mandate.

Meanwhile denying reports that the President had offered the party a cabinet portfolio, he said the JHU would remain in the opposition and support the government.

Architects reach for the sky

A new constitution focused on improvement of architectural education has been drafted by the alumni association of the Colombo School of Architecture (CSA) also known as Forum CSA.

The alumni of the Colombo School of Architecture which includes past students of CSA held its inaugural meeting on December 13. Nela de Zoysa was elected as president, Kitsiri Almeida as vice-president, Esahni Mahesan as secretary and Mohan Nelligama as treasurer at the meeting.

Forum CSA was formed with the objective of widening the interest and association of members in the fields of architecture and allied fields, to enhance the social interaction and welfare of the members and to raise funds for education at CSA and for the Forum.

The past students of CSA include up and coming chartered architects who are expected to make their mark in the profession in the future.

Troops consolidate; infrastructure being restored

The Sri Lanka Army Engineering divisions swiftly moved to repair the damaged infrastructure between Kajuwatta and Panichchankerni to fast track the resettlement of civilians displaced from Vakarai, as troops conducted search and clear operations in Vakarai and Kathiraveli further consolidating their positions and flushing out small groups of terrorists.

Govt. to recruit 11,000 teachers for difficult areas

The Education Ministry will recruit 11,000 teachers for service in difficult provinces. New teachers will get their appointments closer to their hometowns so that they need not ask for transfers. These teachers will have to serve the school at least for eight years, Ministry sources said yesterday.

They said the decision to appoint teachers for difficult areas was announced by the Minister of Education at a press conference held in the first week of 2007.

Priority will be given to science graduates as well as those who have qualified in Information Technology or Languages.

A total of 4,000 graduates, 3,000 diploma holders, 3,179 Tamil Medium, and 600 Muslim teachers will also be included in the batch of teachers to be appointed this year.

The gazette notification calling for applications for teaching appointments will be published within the next few days the sources said. All new teachers to be appointed will belong to the Government Teachers Service.

Bring these hooligans to book

The teachers of the Dance and Drama Faculty of the Aesthetic University have resigned en masse from their administrative posts in protest against harassment they have been subjected to by students and inhuman ragging at the institute. A group of dons including the Vice Chancellor and the Dean of the faculty had been held incommunicado by a student mob for twenty hours on Thursday and Friday, prompting the academic staff to react in that manner, we reported yesterday.

We have nothing but admiration for the teachers who have demonstrated their courage to tell the hooligans in the garb of undergrads where to get off. That is an aesthetic slap that the ruffians will never be able to forget! Now the university must ask the student thugs, who incite trouble on the campus, to take over as administrators and teachers, run the university and conduct lectures so that their associates could learn at their dirty feet!

Relying on India is absurd! - Wimal Weerawansa

It is foolhardiness to hope for a favourable mediation from India in the national question in Sri Lanka and India could never be relied upon to find a just solution said Parliamentarian Wimal Weerawansa, General Secretary of the Patriotic National Movement (PNM).

He said this addressing the Polonnaruwa District Convention of the PNM.

India, at present has merged with western powers. Hence, India acts according to their agenda. India would take any decision if it could reap economical harvest through oil resources in the seas around Northern Sri Lanka said Mr. Weerawansa.


When Bangladesh broke away and formed a separate state first India didn`t approve it, but later accepted it as India had differences with Pakistan . With that other countries in the world too recognized Bangladesh a separate state. If India , as the power in the region, recognizes Tamil Ealam, other countries too would accept it. On the other hand, Taiwan has still not got a seat in the UNO as a result of China ; the power in the region has not accepted it as a separate state. Under these circumstances India `s decision is crucial but India cannot be trusted said Mr. Weerawansa.

Take effective steps to stop this robbery

However nauseating the subject of corruption is, we, nevertheless, cannot avoid returning to it regularly since the menace constantly keeps spreading its octopus-like tentacles far and wide. The serious and uncontrollable proportions the level of corrupton assumes causes much concern and worry to all sections of people in this country.

The report submitted to parliament by the Committee on Public Enterprises (COPE), which is headed by National List MP Wijedasa Rajapaksa, lends irrefutable credence to the aggravating situation of corruption in most spheres of administrative activity in the country. True, the people were aware of the many and varied allegations of corruption against politicians and state officials. However the extent of the damage it causes to the country`s economy and the veracity of the allegations have always been in doubt.
