When is Elam or rather Tamil Elam (racist Land) will be recognized ?
I have seen recent success with Canada, UK, EU, India as being labeled as a terrorist land but yet to see any solid evidence on evolving into a Human friendly land.
Will the army your concept ELAM will only have child soldiers as bunker folders and women as cladding ?

i think you should spend your time developing and helping your people in N and E. The child soldiers and the brain washed carders are yet to see a brainy master who will give them a life. I don't think they are interested in IDs or BDs. They just want to life in an unterrorized society like Colombo.
