A Good Morning to all the Sri Lankans..

As a follow on to my post from yesterday, here is some other information that my reveal why the LTTE has been unable to procure advanced 3rd generation MANPAD's:

Three factors have contributed heavily in denting the LTTE's attempts at procuring advanced weaponry in the South East Asian arms bazaars..

(1) The establishment of covert NSA and CIA cells in Myanmar, Thailand, Cambodia and Indonesia to monitor the efforts of Violent Non State Actors (VNSA) in trying to acquire SAM's, anti tank weapons or sensors of any description.

(2) The implementation of various counter terrorism measures around the world, notably, the International Ship and Port Security code that was implemented in July 04 along with the Container Security Initiatives has made it almost impossible to use ships of any description to smuggle military hardware.

(3) Spearheaded by the US, countries in the Western hemisphere circa 2003 have refined their means and methods to monitor the sales of advanced weaponry and to prevent any such activity that would be detrimental to the safety of their own citizens. So every effort by any Violent Non State Actor (VNSA) would come under the scanner.

The arrest of over 12 operatives who were trying to make up the short fall in the anti air capability of the LTTE and the consequent action is illustrative of the effectiveness of such methods at work.

These 3 measure in particularly have rendered it extremely difficult for the LTTE to scout and procure its vital needs required to sustain its war effort.

The LTTE will continue to get money. However, while it may be in a position to pay for its purchases, it has become difficult to procure weapons from the once lucrative markets.

Dear Justman..

I am not an Airforce man :o) strictly speaking ..

I work in the US defence industry, I'm a qualified aerospace engineer by training .. loosely speaking I work with a lot aerospace companies in the US, and we also have a lot of international initiatives with companies in Europe, India, Japan .. to name a few :o)

I don't do an exact 9 to 5 day, hence my ability to post in this forum .. i'm in a unique position that way I guess :o) .. I get to attend some very interesting debriefs every now and then, thus get to hear some interesting stuff about your country .. I do have contacts within the airforces of quite a few countries .. quite a few in India actually :o)

My interest in your countries conflict is purely academic for the time being, am not here in any professional capacity .. just an observer :o)

Basically Im here to disseminate technical information for the forum to use.

I can reveal something .. forums like lankanewspapers.com and others around the world are a frequent haunt for people In my position .. you get to find out quite a bit :o)

Another technical note:

One of the underlying reasons the SLAF has been so effective in the current conflict is because of a quantum leap in its aerial reconnaissance capabilities.

I will talk about one asset in particular, which was incidentally procured towards the end of 2002 early 2003 - The SLAF's Maritime reconnaissance Beech King Air 200 HISAR, aircraft (CR843).

This system provides the SLAF with an advanced ground mapping and surveillance capability that is similar to the technology used on the U-2 spy plane. The system provides precise imagery and intelligence under almost any weather condition. During the typical modes of operation, the radar provides wide-area moving target indication, narrow sector searches, strip and spot searches, and sea surveillance.

Until recently the aircraft was used primarily in the Maritime reconnaissance role. In this mode, ships can be detected out to a distance of 200 kilometres. The sea surveillance mode provides rapid surveillance of surface vessels in open seas, and an operator can map a 300-degree area as large as 100km x 70km in 20 seconds. Since the introduction of this aircraft, the SLAF has been able to monitor its eastern seas more effectively. This aircraft will be vital in monitoring sea tiger movements and providing early warning once full scale hostilities start.

Three modes of operation that will come into play soon .. again if a conflict starts .. Strip map mode, Spot mode and AEW mode.

In the strip map mode:

In this mode, HISAR maps a continuous swath, a strip of 37 kilometres in width (6 m resolution) at the aircraft's speed up to 37km wide and 110km away from the ground track. The resolution of the pixels is 6m x 6m. Moving target indication (MTI) is also available in this mode and the utilises pulse Doppler technique. HISAR can detect ground movers in the strip map mode and measure accurately their position, radial speed and indicate them as symbols on an SAR image. Trucks and cars and small boats and ships also can be detected.

In the spot mode:

In the spot mode the radar is concentrating on an area of 10 square kilometres (resolution 1.8m in diameter). Spot mode takes advantage of HISAR's ability to see a target area in great detail over extreme distances. It provides a picture of an area 2.5km x 2.5km with a resolution of 1.8 x 1.8. Typically, the wide area search or the strip map with MTI would be used to identify areas or targets of interest and spot would be used to gather greater details of the area.

In the AEW mode:

HISAR can detect low-flying aircraft and helicopters and track multiple targets, displaying their relative direction and velocity. The range is 70km for a 2 m2 target.

The capabilities of this aircraft have not been used to its full potential yet.. but no doubt this will change when the ground situation changes.

This aircraft has been so effective that ive recently discovered that the SLAF has expressed interest to Raytheon about the possibility of acquiring a second aircraft with additional options.

Incidentally the second aircraft that has made a difference thus far is CR842 - SLAF's Beech King Air 200T SIGNIT aircraft.. The FLIR sensor on this aircraft was responsible for pinpointing the location of the two 130mm LTTE howitzers in Kalmunai point in Pooneryn .. which as a result were taken out by SLAF Kfirs.

This story of 'write-off' of a Kfir a'cft - after going-off the run-way .. pilots having ejected etc .. is an exaggeration.

True, there was an aborted take-off. It was not the engine .. a braking device had operated in-advertently (drag-chute 'popped') .. and is under investigation. Minor damage to the a'cft - should be flying again, soon.
(No, the pilots had not 'ejected' - as reported).

Why Mig? I'm puzzled.
If you work in the US defence industry why Not F18 or Hornet.
Or if you think about the best, it has to be Su-27.
