Karuna working hand in hand with the GoSL is well documented by independent authorities, as is his abduction of children and youths. As for territory, there is quite a large chunk of the north that was formerly occupied by the GoSL but has been liberated for a few years now.

SLMM received a large number of complaints relating to assassinations, harassments, extortions, assaults or abductions where an armed group is the main suspect. SLMM District Office in Batticaloa has also been contacted by individuals claiming to be Karuna members.
The only clearly identified armed group is the Karuna faction and their political front TMVP who, contrary to the GOSL commitment, became even more visible in GOSL controlled areas in the East.There are a number of indications that the GOSL is actively supporting the Karuna group. Known Karuna supporters have been seen moving to and from SLA camps, and it is evident that the security forces and police in some areas are not taking action to prevent armed elements from operating.
Child recruitment and child abduction continued on a relatively high level in June, July, August, however unlike earlier months, a majority of the cases reported were not against the LTTE, but against the Karunas.

UNICEF says the Karuna group is conscripting children, with 30 cases verified in one week in June alone.
'What we have seen is recruitment by a new faction, the Karuna faction, with fairly significant numbers recruited between the months of April and June,' said JoAnna VanGerpen, the UNICEF representative in Sri Lanka. 'It was off in July but now we're hearing new reports again of recruitment. This is a very unfortunate development.'
Ross from Human Rights Watch says it is very worrying that the government apparently is complicit in the Karuna group's conscripting of children.
'The fact that abductions appear to be taking place in Batticaloa area by the Karuna Group, and the camps in which these children who are abducted have been taken are in areas of government control, that is government involvement in this activity,' said Ross. 'And that's what we're concerned about.'

So as you see there is much independent evidence for Karuna working with and from GoSL territory as well as Karuna and GoSL complicity in child soldiering and abductions.
