UN wants safety guarantees for aid staff in NE

The United Nations yesterday called for more security for aid workers in Sri Lanka in the aftermath of the escalating conflict and deepening humanitarian crisis as a result of growing displacements.

In e-mailed comments to the Daily Mirror, the UN Emergency Relief Coordinator Jan Egeland clarified comments made by him in New York yesterday, saying that the UN had no plans to suspend operations in Sri Lanka but instead, required security guarantees in order to carry out smooth humanitarian operations.

?What I said was that if, we have no security, we cannot work and that the Government must find and bring to justice, those who executed the colleagues in ACF (the Paris based aid agency),? Mr. Egeland told the Daily Mirror.

In New York, the UN official told the media that the conflict in Sri Lanka had deepened, while all eyes were on Lebanon, adding that US$ 37.5 million was required to meet the needs of 220,000 newly displaced people in the country.

?However, it was unacceptable that the Government had not provided any explanation regarding the execution of 17 humanitarian workers on August 5, and humanitarian assistance could not continue, unless the people responsible for those actions were held accountable,? Mr. Egeland said at the UN headquarters.

The Inter-Agency Standing Committee country team in Sri Lanka, yesterday launched a Common Humanitarian Action Plan (CHAP) requiring US$ 37.5 million (over Rs. 3.75 billion) for urgent relief from September to December 2006.

?We are stepping up our support and assistance programs as far and as much as we can. We are appealing for approximately US$ 38 million for new programs,? Mr. Egeland told the Daily Mirror.

At the end of August 2006, the number of people displaced in the north and east of Sri Lanka has risen to 217,457, with an additional 9,203 people having sought refuge in India. Current assessments and estimates indicate that the figures may increase. The movement of large groups of displaced persons to adjacent areas, has also added pressure on host communities already affected by the crisis.

?There is an urgent need for restoring and safeguarding of humanitarian operational space to ensure effective access to allow the delivery of services and the monitoring of assistance programmes,? said Rashid Khalikov,

Acting Director, Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva, while presenting the CHAP to Member States in Geneva yesterday.

The CHAP is a stand alone humanitarian strategy, which identifies priority actions to be taken to provide protection, shelter, food, water and environmental sanitation, health care, education and livelihood support for affected populations, including those displaced.

As a fund-raising tool, its twofold objective is to seek funding for newly emerging and unforeseen needs and to realign tsunami funds for targeted equitable aid to affected populations.

The programmes to be undertaken within the CHAP, seek to complement the Government`s efforts to respond to potential developments. A consolidated mechanism for coordination between the Government and IASC member agencies has also been established.

UN should talk about what LTTE butchers are doing to Muslims too.

Kaddaparichchan had been a stronghold for Tiger artillery and mortar gun positions was captured from Tiger control by the security forces spearheading in crushing Tiger bases in Sampoor area which is a threat to the Trincomalee harbour.

Meantime, Tiger radio messages intercepted by the Military revealed that the terrorist outfit had gone in disarray due to many internal disputes.

The whereabouts of the approximately 100 Muslims, who were allegedly butchered by the LTTE after they were detained while fleeing Muttur, may never be known with the International Committee of the Red Cross (ICRC), who have given up the search.
Taking into consideration that this alleged massacre occurred during the first week of August, which is a long time ago and because the bodies may have been decomposed by now, the ICRC will not initiate further searches to determine the fate of these Muslims,' the sources noted.
On August 16th, the LTTE terrorists permitted the ICRC only one hour to carry out their search to find the missing Muslim civilians.

According to the Peace Secretariat for Muslims, apart from the two decomposed bodies the ICRC delegation recovered during their one-hour search, another 100 national identity cards , 30 passports , birth and educational certificates and other personal documents were littered at the site where the reported massacre took place.
'The ICRC mission group had seen a LTTE camp further away from the site. Dogs and crows were hovering in unusual numbers near the forest. A request to inspect the forest area by the mission members was rejected by the LTTE terrorists, who had also threatened to shoot anyone who dared to approach the forest,' the Secretariat said.

Why cant the UN understand
Govt of SL can ensure the safety of UN aid workers

But they may find it difficult to speak for the terrorist who killed for the sake of killing

GOSL is a failed state , now its is getting worst , a proper economical sanction and a ban on GOSL representative visiting foreign countries would give proper alarm to GOSL otherwise , just stopping the fund is not going to be an issue for GOSL , even billion of dollars offered for tsunami relief was neglected by GOSL , this an example to study the effects of just blocking the fund , and the effect of billion $$$ blockade of funds has not done any changes in GOSL polity ,fact need a STRONG BAN or SANCTION against the government of Srilanka ,that would trigger GOSL to rethink its animal behavior , except that nothing else would stop GOSL state terrorism. GOSL does not care even for poor sinhalese people living in poverty, the COL is in rocket speed ,but the politicians and the military commanders are buying properties in foreign countries and future planning in foreign soil .

Be aware UN, the terrorist army can kill your aid staff when they want, they are blessed by the terrorist state.

Can you blame the UN for this, killing people who want to help isn't helping the situation.
