The General was right .. but you may not have understood him correctly. He obviously meant .. total war, ending in an un-conditional surrender of the enemy (LTTE) may not be feasible - and even more important, not wanted. He did not want the Sri Lankan nation to get 'bogged down' trying to maintain 'occupation forces' over large areas - the economy would not have sustained it. He was for short/sharp engagments - destroying enemy encampments etc, causing attrition of enemy troop strengths and logistics. He believed such attrition, over a period of time will cause loss of morale and dis-illusionment among enemy ranks - causing LTTE leader-ship to sue for peace. (As for VP saying - 'EELAM or nothing, shoot me, if I abandon this Cause' - that is good rhetoric, nothing more. There are others behind him, who will be ready to 'jostle' him for primacy, when the going is 'bad' for the LTTE. Remember what happened to Hitler towards the closing stages of WWII. There were several attempts to kill him by senior officers, on his Staff. VP will stop issue-ing that invitation, when the 'house' he built is collapsing a-round his ears - as one of his lieutenants is sure to do that 'favour' for him).
