SLMM mediates in Serunuwara water crisis
Tuesday, July 25,2006
COLOMBO: The Sri Lanka Monitoring Mission said Monday it was in contact with the LTTE regarding the Serunuwara water crisis and expressed hope of reaching a positive solution soon. SLMM acting spokesman Paul Bryke said the water distribution pipeline running through LTTE areas in Trincomalee had sprung a leak on Saturday cutting off water supplies to paddy farmers in Government controlled areas in Serunuwara.
The LTTE, on Sunday, had prevented farmers from entering rebel-controlled areas to repair the leak, thus creating a water crisis for civilians in Serunuwara.
?We are in constant contact with the LTTE over the crisis and hope to reach a positive solution soon,? Bryke said.
The Government on Monday charged that blocking water supply to villages in Trincomalee by the LTTE was a ceasefire violation.
?The LTTE?s action to close this water supply is a hostile act committed against the civilian population in contravention of the Ceasefire Agreement and has contravened norms of civilised behaviour and is also in violation of international law,? the Government Peace Secretariat said in a statement.
It accused the LTTE of forcibly closing down the water supply from the Mawilaru Anicut (irrigation channel) to the Serunuwara, Muttur and Ichalampattu areas in the Trincomalee District, preventing the flow of water that sustains approximately 1,500 people and feeds approximately 30,000 acres of paddy land.
Serunuwara police said the jungle area where the Mavil Aru annicut is located is eight kilometres away from the Elle-Kantalai road. It is in the cleared areas but a few months ago Tigers took control of the area and are now maintaining a small camp there, they said.
They said SLMM officers visited the location accompanied by an Irrigation Engineer but the Tigers had refused to re-open the sluice gates. Tiger cadres had told the SLMM that it was done on the orders of LTTE leaders.
The farmers said if water was not released within the next three days their paddy cultivation would be seriously affected.
Meanwhile, North East province Governor Mohan Wijewickrema has requested the International Red Cross Society to intervene and grant redress to the farmers in the area.
The Governor has also written to the Irrigation Director and the Army Commander regarding the matter.
The farmers in Serunuwara are meanwhile planning to launch a protest campaign if the problem was not resolved soon. |
